The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) plans to issue a firm-fixed-price solicitation for a telephone switch upgrade using the AVAYA Aura Communication Manager (ACM) 6.0.1 system. This procurement is set aside exclusively for small business partners accredited by AVAYA Federal Solutions, Inc., reflecting a total small business set-aside. The AVAYA ACM 6.0.1 system is the only approved solution that meets the requirements without incurring the substantial costs and complications associated with replacing the existing telephones and network infrastructure or retraining personnel. The estimated cost to replace the entire system with an alternative would be approximately $2.5 million, making the specified system the most practical choice. Offers submitted in response to the Request for Quote will be evaluated on a balanced basis of Technical Capability—including product provision, installation, and certification per AVAYA and Government standards—and Past Performance, with price considered as a deciding factor when technical and past performance evaluations are comparable. The Government reserves the right to negotiate with any respondents. The solicitation, expected around August 1, 2012, will provide further details and a specification list, with an anticipated installation and delivery deadline of September 30, 2012. Quotes must be submitted by email or mail as specified, with the Naval Undersea Warfare Center Division Newport as the contracting office.
