Request for Information (RFI) / Sources Sought Notice: Sonar Maintenance and Sustainment
Sources Sought for information and planning purposes to identify qualified sources for an anticipated Firm Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract under North American Industry Classification System (NAICS) Code 334511 – Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The proposed contract vehicle is to provide life-cycle maintenance for the sonar systems and related equipment on its T-AGS 60 class ships, Unmanned Surface Vehicles (USVs), AUVs, and HSLs to the Naval Oceanographic Office (NAVOCEANO), located at the John C. Stennis Space Center in southern Mississippi. NAVOCEANO operates a global fleet of six multi-mission ships, with a seventh vessel under construction. This fleet operates on a 24/7 basis. The sonar equipment on these ships provides critical data to meet the mission requirements of the Department of War (DoW) and other government agencies.
Subject to FAR Clause 52.215-3, titled “Request for Information or Solicitation for Planning Purposes”, this announcement constitutes a Sources Sought Notice for written information only. This is not a solicitation announcement for proposals, and no contract will be awarded from this announcement. This Sources Sought Notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. Interested parties are encouraged to respond to this RFI/Sources Sought Notice.
The Fleet Logistics Center Norfolk (FLCN), Norfolk, Virginia is seeking information on qualified sources for planning purposes in an effort to derive one contract to provide sonar maintenance and sustainment in support of NAVOCEANO in accordance with the draft Performance Work Statement (PWS). The anticipated Period of Performance (PoP) for an eventual contract, if awarded, will consist of a five-year ordering period and is estimated to begin on or around 26 March 2027.
Responses to this Sources Sought Notice should reference N0018926SMSS Sonar Maintenance Support Services and shall included the following information, in this format:
- Company name, address, point of contact, phone number, and email address.
- Contractor and Government Entity (CAGE) Code.
- Size of Business – Large Business, Small Business, Small Disadvantaged Business, 8(a), HUBZone, Woman-Owned Business, Veteran-Owned and/or Service-Disabled Veteran-Owned Business.
- Capability Statement displaying the contractor’s ability to provide the minimum requirements, to include past performance. If past performance information is provided, please include only relevant past performance on the same/similar work within the last five (5) years. Please also include in the past performance information, the contract numbers, dollar value, and period of performance for each contract referenced in the responses to this Sources Sought Notice. Generic company brochures will not be reviewed.
