The Department of Defense's Navsup Fleet Logistics Center San Diego plans to award a sole source contract to Seabird Electronics, Inc. for calibration and servicing of 39 SeaBird Electronics Model SBE 37 SM/SMP instruments that were deployed in Arctic conditions for one year. This procurement covers thorough external inspections, testing, calibration of various channels such as temperature, conductivity, and pressure, along with minor repairs, replacement of O-rings, hydrostatic pressure testing, and battery replacement where necessary. The contract also includes optional extra charges for pressure calibration and installation of antifoulant devices. This action is unrestricted but issued on a sole-source basis due to SeaBird being the proprietary source for the equipment, in accordance with simplified acquisition procedures under FAR 13.302-1. The government will only negotiate with Seabird, although interested parties may express capability or interest by the specified date, but no solicitation or competitive bids will be formally requested. The contract will have a FOB destination delivery term and a four-week lead time. All decisions regarding competition remain at the government’s discretion, and the contract addresses non-commercial services critical to maintaining the operational readiness of specialized scientific instruments.
