AI Contract Overview
The Naval Air Warfare Center Training Systems Division (NAWCTSD) is seeking information through a sources-sought notice to procure commercial-off-the-shelf (COTS) spare components for the Naval Aviation Distributed Training (NADMT) program, specifically to upgrade computer hardware and monitors in the System Integration Lab to support integration of the Joint Simulation Environment with CVW platforms. The effort focuses on replacing aging equipment with Dell Precision 7960R systems and associated parts including iDRAC9 Enterprise 16G, RAID controllers, PCIe NVMe drives, dual CPU modules with Ada graphics cards, bezels, left control panels, and supplementary power cables, all specified by Dell’s configuration list to ensure compatibility and continuity with existing training devices. Deliveries must be made to San Diego, California, with a target completion date of September 15, 2026, and the solicitation is anticipated to follow with an RFQ in May 2026 under NAICS code 334111, classified as commercial item acquisition under FAR Part 12. No formal military packaging, preservation, or marking standards are required; instead, commercial shipping labels and materials from Dell’s configuration are referenced, and no barcoding or UDI requirements are specified. Respondents must submit a single, four-page Microsoft Word document identifying their business size status under the 1,250-employee small business standard for NAICS 334111, disclosing their role as prime contractor or subcontractor, and detailing any teaming arrangements, including partner capabilities and socioeconomic certifications such as WOSB, EDWOSB, SDVOSB, HUBZone, SDB, or 8(a). Small business primes intending to use similarly situated entities must provide the name, CAGE code, UEI, and size status of those entities to comply with FAR 52.219-14. Nonmanufacturers must confirm their employee count is under 500 and indicate whether their primary business is retail or wholesale trade. Responses must be emailed by May 18, 2026, to the designated point of contact, and must not exceed four pages or contain classified material. The notice explicitly states no funds are available to pay for response preparation, and the Government has not yet determined the award methodology, contract type, or pricing, with all information provided serving solely as pre-solicitation market research for future acquisition planning.

The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando requires the procurement of critical brand-name, End-of-Life (EOL) spare components to support the Navy Aviation Distributed Mission Training (NADMT) program. Proactively securing this hardware mitigates imminent obsolescence risks and ensures the System Integration Laboratory (SIL) maintains the 90% operational availability required for the seamless integration of the Joint Simulation Environment (JSE) with Carrier Air Wing (CVW) platforms. Due to the highly complex, system-of-systems architecture of the NADMT, this acquisition requires a Brand Name restriction, which will be competed among authorized distributors and resellers to the maximum extent practicable.
Upon award, the contractor shall be responsible for the procurement, inspection, and delivery of a comprehensive spares package to San Diego, CA. To optimize logistics and streamline Government acceptance, the contractor must consolidate shipments to the maximum extent practicable. Delivery is required No Later Than (NLT) 15 September 2026; however, early delivery is highly encouraged to mitigate potential readiness gaps.
