The Naval Air Warfare Center Air Division has awarded a sole source contract to Spalding Consulting to provide Naval Aviation Logistics Data Analysis and Decision Knowledge Programming for Logistics Analysis and Technical Evaluation support. This effort supports the Naval Air Systems Command Logistics Competency at Patuxent River, Maryland, ensuring operational continuity and preventing project schedule impacts while a follow-on competition is conducted through the Army Contracting Command in New Jersey. The contract follows a one year period of performance, consisting of a six month base period and three subsequent two month option periods. Due to the specialized nature of the requirements and the substantial costs associated with a break in service, Spalding Consulting was determined to be the only responsible source capable of satisfying the needs of the agency.

Full Description

This synopsis provides notice of the award of a sole source contract to Spalding Consulting. This effort will provide continuity of Naval Aviation Logistics Data Analysis (NALDA) and Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) Support to the Naval Air Systems Command (NAVAIR), Logistics Competency (AIR-6.8) at Patuxent River, MD while a follow-on effort is competed. A follow-on competition is currently in process with the Army Contracting Command (ACC) - New Jersey, located at Fort Dix, NJ 08640. This extension covers a period of performance of one (1) year with a six (6) month base period and three (3), two (2) month option periods. Per FAR Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisy the requirements," Spalding Consulting is the sole source capable of providing these efforts without creating an impact on project schedules and operations that would be caused by a break in service. Because of the nature of this requirement and the impracticality and substantial costs, a determination was made to procure these services via a sole source contract.

NAWCAD WOLF Identification Systems Technical Management Support Services RFO
Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Quality Assurance plan and CPARS evaluations.
