AI Contract Overview

The contract focuses on advancing the manufacturing capabilities of Nanocomposite Optical Ceramic (NCOC) hemispherical domes, a novel material class offering superior mid-wave infrared (MWIR) transparency, low emissivity, and high durability for military applications. Currently, NCOC domes have been fabricated in limited quantities at the laboratory scale, but existing processes are insufficient for producing the required volumes for military deployment. This program aims to elevate the manufacturing readiness level to MRL 7 by scaling up production methods capable of consistently producing at least 1000 domes annually. Key performance targets include an MWIR optical absorption coefficient under 0.2 cm-1, total integrated scatter below 0.3%, and fracture strength exceeding 500 MPa. The 36-month effort will develop and refine critical manufacturing processes such as powder production, dome blank forming, heat treatment, optical fabrication, and coatings, with the goal to enhance yield, increase throughput, and reduce costs. The overarching objective is to transition NCOC dome technology from laboratory demonstration to full-rate production to support its integration into military systems over the next three to five years. The contract is managed by the Department of Defense through the Air Force Research Laboratory, with points of contact designated for contracting and project engineering responsibilities.

Full Description

Nanocomposite optical ceramics (NCOC) represents a new class of mid wave infrared (MWIR) transparent and high durability window/dome materials. NCOC offers superior transmittance and low emissivity as compared to other MWIR materials. A need exists to establish a manufacturing capability to support fielding NCOC components on military systems within the next 3-5 years. Hemispherical domes have been successfully fabricated in small quantities in a laboratory setting; however existing processes are not capable of supporting full rate production quantities. The objective of the Nanocomposite Optical Ceramic Dome Scale-Up program is to increase the manufacturing readiness levels for hemispherical NCOC dome manufacturing. The intent is to scale-up existing dome manufacturing processes capable of yielding NCOC ceramic components with average MWIR optical absorption coeffcient of <0.2 cm-1 and total integrated scatter of <0.3% and characteristic fracture strength of >500 MPa. Processes will need to support full rate production quantities of at least 1000 domes per year (MRL 7). These processes include but are not limited to powder production, dome blank forming, dome heat treatment, optical fabrication, and coatings. These processes are critical to the success of transitioning the NCOC dome technology to military applications. The focus will be on increasing yield and throughput, while reducing the cost for NCOC domes. The program will be a 36 month effort.

AFRL Enterprise CSO: Centralized Open Spiral
Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.

Endless Forge
Solicitation # FA2394-26-R-B003
Endless Forge is a Manufacturing as a Service initiative led by the Air Force Research Laboratory Materials and Manufacturing Directorate to establish an adaptive, scalable, and resilient production network for the US industrial base. The program aims to shift from sequential value chains to regionalized production networks, enabling the Department of the Air Force to rapidly scale weapon systems based on battlefield performance. With a total estimated program cost of 149 million dollars and multiple awards anticipated, the solicitation focuses on two primary Areas of Interest: technology sprints to reduce risk in enabling technologies like digital certification and software-defined manufacturing, and a technology demonstration to validate the concept across domains such as space systems and autonomous platforms. This unrestricted solicitation, number FA2394-26-R-B003, utilizes a two-step process requiring a five-page white paper followed by a full proposal for selected offerors, with a response deadline of February 19, 2028. Anticipated contracts include Other Transaction for Prototype and Cost Plus Fixed Fee types, with a technical performance period of 33 months. Key requirements include strict adherence to security risk reviews for key personnel to mitigate foreign influence, compliance with NIST SP 800-171 and CMMC cybersecurity standards, and the use of the Wide Area Workflow system for invoicing. Deliverables encompass research and development data, scientific and technical reports, and hardware prototypes that must meet MIL-STD-130 unique item identification and MIL-STD-129 packaging standards.
