Narda EHP-200AC Electric & Magnetic Field Analyzer

The Department of National Defence, Government of Canada, is procuring two Narda EHP-200AC Electric & Magnetic Field Analyzers under solicitation number W8486-270904A, with a mandatory delivery deadline of October 15, 2026. Each unit must be the specified part number EHP-200AC with MMR EHP-200AC:D3063 or an approved equivalent, accompanied by a Certificate of Calibration dated no more than 90 days prior to delivery, and the vendor must provide the complete serial number of each unit to the Department prior to shipment. All items must be packaged in strict compliance with Canadian Forces Packaging Specification D-LM-008-036/SF-000, with the National Stock Number, description, and full part number clearly marked on the exterior of each package, adhering to SACC Manual clauses for markings, labeling, and wood packing materials. Bids must be submitted electronically in three separately bound PDF sections—technical, financial, and certifications—by June 22, 2026, at 14:00 EST, and must not exceed five megabytes per email unless split across multiple transmissions. Pricing must be in Canadian Dollars, delivered duty paid to the specified address in Gatineau, QC, inclusive of Canadian customs duties and excise taxes but exclusive of applicable taxes. The contract will be awarded to the lowest responsive bid that meets all mandatory technical criteria, with technical compliance acting as a pass/fail gate. Payment will be made via firm unit prices as listed in Annex B, using electronic methods including direct deposit, EDI, or international wire transfer, following single payment terms and invoice submission rules requiring completion of all work before invoicing. The Contractor must complete Annex C to specify accepted electronic payment instruments and submit required integrity certifications, including declarations under the Integrity Regime and Federal Contractors Program for Employment Equity, with ongoing compliance mandated as a condition of contract performance. Deliveries must be scheduled by appointment through the Depot Traffic Section, and failure to comply with packaging, documentation, or submission requirements will render a bid non-responsive.
