AI Contract Overview
The U.S. General Services Administration is soliciting bids for a term contract to remove and recycle DEMIL A Aluminum Scrap generated at NASA Kennedy Space Center in Merritt Island, Florida. This solicitation establishes a base three-year contract with the option to extend for two additional one-year periods, during which the successful bidder must conduct recurring removals of scrap material as needed, in coordination with the designated Government Representative and in full compliance with all site-specific safety, security, and operational protocols. The material must be recycled strictly for its metal content, and all bids must be submitted via email as sealed offers by June 15, 2026, Central Time, with bid opening scheduled for June 17, 2026. Pricing will be determined as a percentage of a published market index, and bidders must use certified government-issued weight tickets; contractor-owned scales are prohibited. A mandatory pre-bid site inspection is required, and failure to complete it or submit the required documentation—including Appendix A, SF 114, and proof of insurance—will render a bid non-responsive. All access to NASA Kennedy Space Center is strictly controlled, requiring advance coordination, official badging, and adherence to federal security procedures. The contract requires a $2,500 performance guarantee upon award, and all amendments to the solicitation must be formally acknowledged by bidders. The point of contact for site access is Robert Commerce, while Adam Ebner of GSA serves as the Sales Contracting Officer for all procurement-related inquiries. Bidders must thoroughly review all documents posted on GSA Auctions, including the full Invitation for Bids and Surveillance Plan, as these constitute the authoritative terms of the solicitation. The solicitation number is 2-1-QSC-T-26-076, and responses are due by June 15, 2026, with the NAICS code 423930 indicating the industry classification for nonmetallic mineral and metal scrap dealers. Only those who comply with every requirement, attend the mandatory inspection, and submit complete documentation will be considered for award.
