The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale and recurring removal of Government-generated recyclable paper commodities located at NASA Langley Research Center.


This solicitation establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR), and in accordance with all site-specific operational, security, and safety requirements.

Pricing must be one firm fixed price per removal event.


Pricing based on percentages, formulas, commodity-index pricing, escalators, ranges, alternate pricing, or conditional pricing is not permitted.


Certified weight tickets are not required for billing and will not be used as the basis for payment.


All amendments must be acknowledged.


Failure to meet these requirements may result in the bid being deemed non-responsive.
