AI Contract Overview
The U.S. General Services Administration is inviting bids for the recurring removal and sale of recyclable paper materials—including baled white ledger, mixed paper, and old corrugated cardboard—from NASA Langley Research Center in Hampton, Virginia. This is a term contract with a three-year base period and up to two one-year options, structured as a firm fixed price per removal event, with no allowances for pricing formulas, indexes, escalators, or conditional rates. The estimated annual volumes are approximately 10 tons of white paper, 20 tons of mixed paper, and 32 tons of cardboard, and all material must be recycled for its material content only. Bidders must conduct a mandatory pre-bid site inspection and coordinate all access through the designated government representative due to the secured nature of the federal installation. Only Appendix A, containing site verification, bidder certification, bid sheet, and Standard Form 114, is required with the initial bid submission; Appendix B is to be provided later by the apparent successful bidder prior to performance authorization. Payment is based on the agreed-upon fixed price per removal, not on certified weight tickets. All bids must be submitted via email by the deadline of June 2, 2026, at 5:00 PM Central Time, following the issuance date of May 14, 2026. Questions must be submitted by June 1, 2026, and any amendments to the solicitation will be posted on SAM.gov and GSA Auctions, which bidders are responsible for monitoring and acknowledging. The contract will be awarded after bid opening on June 4, 2026, with an anticipated pre-award date of June 8, 2026. Compliance with all requirements, including site access protocols, security regulations, and complete documentation, is mandatory; failure to meet any stipulation may result in bid rejection. The primary point of contact for site access is David Rankin at NASA Langley, and the contracting officer for bid inquiries is Adam Ebner of GSA. Full solicitation documents, including the IFB, surveillance plan, and site inspection procedures, are available exclusively through the GSA Auctions listing.
