Handshake Subscription

The U.S. Department of Health and Human Services, through the Office of Mission Acquisition Solutions, is issuing solicitation 260740 for the procurement of the Handshake Talent Engagement Suite. This firm-fixed-price acquisition is intended as a non-competitive sole-source award to Stryder Corp to support the Centers for Medicare and Medicaid Services Office of Human Capital in its mission to recruit students and early career talent from colleges and universities nationwide. The scope of work includes a reduced scope package featuring one account owner seat, three recruiter sourcer licenses, an Insights Dashboard, a dedicated Customer Success Manager, and a 37,500 dollar annual promotions budget credit. Additionally, the contractor will provide Federal Expert Assist through one-on-one training and tactical office hours to support federal recruiting best practices in alignment with the Federal Merit Hiring Plan 2025. The period of performance consists of a base year running from September 25, 2026, to September 24, 2027, with four subsequent option years extending through September 24, 2031. Services will be performed virtually. Award is contingent upon the vendor providing a technically acceptable quotation and the government determining the price to be fair and reasonable. All electronic deliverables must comply with Revised 508 Standards for accessibility, with the contractor responsible for any necessary remediation. Invoicing is handled electronically through the National Institutes of Health Office of Financial Management, with payments generally due 30 days after the receipt of a proper invoice or government acceptance of services.
