AI Contract Overview
The Defense Health Agency (DHA) plans to award a sole source contract to the National Commission for Quality Assurance (NCQA) for access to the Quality Compass Healthcare Effectiveness Data and Information Set (HEDIS) benchmarks. NCQA, a private nonprofit organization established in the 1990s, is the exclusive provider of the national HEDIS benchmark data, which is proprietary and crucial for evaluating health plan performance. The HEDIS benchmarks are widely used across the healthcare industry, with over 90% of health plans utilizing them to compare performance and track trends year-over-year. Within the Military Health System, these benchmarks support the assessment of clinical quality performance in both direct and purchased care environments, requiring substantial technical programming and data analysis. DHA relies on this benchmark data to compare Military Treatment Facilities and external healthcare providers against civilian sector standards, as no other organization offers an equivalent data set with sufficient scope for health plan analysis. Reprogramming the established methodologies would impose significant additional costs on the government. The contract is categorized under NAICS code 813920, with no set-aside designation. Interested parties may express their interest within 15 calendar days from the notice publication date, but this notice does not represent a solicitation and does not invite competitive bids. The agency will consider any responses solely to determine whether competition might be beneficial, retaining full discretion over the decision not to pursue a competitive procurement.
