The Office of the Professions requests that SED enter into a sole-source contract with the National Council of Examiners for Engineering and Surveying (NCEES) for use of their two national examinations for Surveying and for their national examinations for Fundamentals of Engineering and many specialty areas of Professional Engineering NCEES prepares, administers and scores the Fundamentals of Engineering (FE) and the Principles and Practice of Engineering (PE) exams in engineering and the Fundamentals of Surveying (FS) and the Principles and Practice of Surveying (PS) exams in surveying which assesses the ability of prospective licensees to protect the public's health, safety and welfare. A land surveying applicant for licensure in NYS has to pass both Fundamentals and Principles & Practice of Surveying exams. An engineering applicant for licensure in NYS has to pass Fundamentals and one of many Professional Engineering exams. These are the only examinations available for Engineering and Surveying on a national level, and they are used by all licensing jurisdictions for licensing persons in these two professions. In order for NYS candidates to have access to these exams, the Department must be a member in good standing in this professional organization and pay annual membership dues of $6,500. All examination fees are borne by candidates and paid directly to the test administrator or to the test owner NCEES.
