This contract is a Multiple Award Task Order Contract (MATOC) for light fixed-wing aircraft services under a Total Small Business Set-Aside, targeting qualified small businesses to provide aviation support for the administration and protection of public lands. The aircraft must be operated by proficient personnel and fully equipped to meet stringent technical specifications outlined in multiple exhibits, including the Schedule of Items, Avionics Requirements Worksheet, Weight and Balance Forms, and Aircraft Performance Data Charts. All submissions must comply with exact measurement standards—weights in pounds, time in tenths and hundredths of hours, distances in nautical miles and feet—and must be supported by actual performance data, excluding fleet averages or secondary documentation. The contract, with a potential ten-year term spanning from January 1, 2024, to December 31, 2033, serves federal and state agencies under interagency agreements and permits use for firefighting, resource management, law enforcement, and administrative flights, with written agreement required for law enforcement missions. All proposals must be structured separately to avoid cost references in technical sections and must include required attachments: 14 CFR Part 135 certificates and operations manuals, a detailed Safety Management System with appointed safety manager, signed Safety Brief Statement, and comprehensive documentation of aircraft configurations, sensor systems, and operational workflows. Contractors must assign a Chief Pilot and Director of Maintenance as key personnel and demonstrate strong organizational commitment to safety and compliance. Payment for services varies by agency: U.S. Department of the Interior orders require electronic invoicing through IPP with mandatory Aircraft Use Reports and AIRS reports, while USDA/IBS orders use the Incident Business System with semi-monthly processing and net-30 payment cycles. Reimbursement is available for authorized expenses including hangar rental, tie-downs, and airport fees, and must be substantiated with completed Transportation Worksheets submitted within ten days.
