The contract outlines the establishment of the National Nano-Bio Manufacturing Institute (NBMI), aimed at boosting the competitiveness and impact of U.S. manufacturers and the defense industry by providing integrated risk assessments of emerging materials, manufacturing, and device concepts. The NBMI will initially operate as a virtual institute where members collaborate to evaluate the materials-technology-manufacturing trade space, develop community-driven developmental roadmaps, and tackle significant challenges through joint projects utilizing their existing infrastructure. This collaborative framework fosters innovation in the manufacture of highly customized devices by integrating diverse print-based fabrication technologies in a foundry-like environment. While the initial phase is virtual, there is potential for NBMI to expand into a centralized physical facility in the future. The initiative is backed by a federal contribution of up to $2.5 million, with additional matching funds expected from other sources. The contract is managed by the Department of Defense through the Air Force Research Laboratory at Wright Patterson Air Force Base, Ohio, focusing on innovation in flexible devices for defense aerospace. Points of contact include contracting and program managers who support the execution and coordination of the virtual institute’s activities. This public announcement addresses the pre-solicitation phase for NBMI and emphasizes the foundational role of this integrated virtual platform in advancing nano-bio manufacturing technologies critical to national defense capabilities.

Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
