Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Large business offerors are further required to provide a Small Business Subcontracting Plan ensuring at least 10 percent of subcontracted awards go to small business concerns.

The Ministry of Defense of the United Kingdom (UK MOD) has extended the period of time in which the NATO member governments may nominate firms to the bidders list for the procurement of equipment capabilities to replace the existing Joint Electronic Warfare Core Staff (JEWCS) training establishment. Firms that have already been nominated to the bidders list for this project do not need to be nominated again. The Department of Commerce is using IFB-APSCM1-0001 as its reference for this project. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) hold a current SECRET facility security clearance, and 4) be nominated to the bidders list by the U.S. Government. The successful Bidder may be required to handle and store classified information up to the level of NATO SECRET. In addition, contractor personnel working on NATO sites may be required to hold individual security clearances of NATO SECRET. The contractor is responsible for ensuring that DOD forwards to the contracting entity the required NATO security clearance certifications. The UK MOD is planning to organise a pre-solicitation Industry Conference dedicated to the program before the release of the IFB. All nominated firms listed in the Final Bidders List will be invited to the event. The purpose of the pre-solicitation Industry Conference will be to assist firms in receiving a better understanding of the program and to provide a venue to explore possible teaming arrangements. Exact dates and venues will be provided as soon as practical and information will be also sent directly to the firms included in the Bidder's list. The UK MOD will only accept nominations from organizations that are able to bid for the whole requirement; partial bidding will not be accepted. A Summary of Requirements is attached. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the firm must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 24 June 2015 - IFB planned to be released: Q4 2015 - Bid Closing scheduled for: Q1 2016 - Anticipated Contract Award: Q1 2017
