The NAVSUP Fleet Logistics Center Norfolk, Contracting Department intends to solicit on a full and open basis for administrative, professional, and technical support of the defense of Iranian FMS claims against the United States Government at the Iran - U.S. Claims Tribunal, The Hague, Netherlands. The objective of this requirement is to provide the Navy’s Office of the General Counsel and Department of State the most thorough and exhaustive litigation support possible.


It is the Government’s intention to issue a firm fixed price contract in accordance with FAR Part 15.


The period of performance is expected to be from 01 October 2026 through 30 September 2027, with four (4) 12-month option periods and one (1) 6-month option period pursuant to FAR 52.217-8.


The applicable NAICS code is 541611..


The current contract in place for this requirement is N0018921CZ105.


Interested parties are solely responsible for monitoring SAM.gov for posting of the solicitation and any amendments that may be issued. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
