AI Contract Overview
The Naval Medical Center - Portsmouth is seeking a contractor to obtain and maintain the American Nurses Credentialing Center’s Pathway to Excellence Program designation, a brand-name credential exclusively recognized by the government under FAR 6.103-1(d) due to its unique, proprietary nature. The requirement is for a single firm-fixed-price purchase order with a one-year base period beginning August 1, 2026, and three optional one-year periods extending through July 31, 2030, for a potential total performance period of four years. The contractor must fully manage the credentialing process, including administering the confidential Pathway Nurse Survey, reviewing organizational documents against the ANCC’s Six Practice Standards, submitting all required documentation and fees to ANCC, and ensuring continuous accreditation without interruption. The evaluation is based on a best-value tradeoff with Technical Capability as the most important factor, followed by Price; proposals must demonstrate acceptable ability to meet all Performance Work Statement requirements or be deemed ineligible regardless of cost. Technical submissions are limited to three pages in PDF format using Times New Roman font size 12, and must be emailed exclusively to the designated point of contact by the deadline of July 27, 2026, at 2:00 p.m. ET. Contractor personnel must comply with stringent Department of Defense security and compliance protocols, including obtaining a Common Access Card, undergoing HSPD-12 identity verification, completing antiterrorism training, and implementing NIST SP 800-171 controls to safeguard Controlled Unclassified Information, with cyber incidents requiring reporting within 72 hours. Access to DoD networks is contingent on clearance levels matching IT-I, IT-II, or IT-III classifications depending on role. The contract prohibits the use of covered telecommunications equipment from sanctioned entities and mandates full compliance with SAM maintenance, prompt payment rules, and funding availability limitations. Offers must be submitted solely in searchable PDF format via email, with no alternative formats accepted, and all bidders must maintain active SAM registration. The government will conduct final inspection and acceptance at Naval Medical Center Portsmouth, and invoicing must be completed exclusively through the Wide Area WorkFlow system. No pricing information is disclosed in the solicitation, as offerors are to propose their own rates, and the contract structure allows for non-LPTA tradeoffs between technical merit and cost to achieve optimal value.
