Naval Surface Warfare Center Carderock Division Rudder Analysis Verification and Evaluation (RAVE) system

The Naval Surface Warfare Center Carderock Division is seeking a small business contractor under NAICS 541330 to develop, assemble, and test the Rudder Analysis Verification and Evaluation (RAVE) system. This project aims to replace manual blue-hit methods with a digital inspection system that adapts existing STAVE technology to verify rudder stock and casting tapers on U.S. Navy vessels. The scope of work includes the delivery of one fully functional prototype and potentially up to five production systems over a five-year period of performance running from October 1, 2026, to September 30, 2031. Key deliverables include system process documentation, a bill of materials, rudder taper inspection sample reports, and a user-training program. This acquisition is structured as a Blanket Purchase Agreement with an estimated ceiling of 3,000,000 dollars, with pricing established via individual call orders on a firm-fixed-price basis. Performance and acceptance will occur at various government facilities, including NSWCCD Olney and naval shipyards in Norfolk, Portsmouth, Pearl Harbor, and Puget Sound. Award decisions will be based on a trade-off methodology considering technical acceptability, past performance, and price. Contractors must utilize the Wide Area WorkFlow (WAWF) system for all invoicing and must comply with specific security requirements regarding Controlled Unclassified Information and prohibitions on covered defense telecommunications equipment.
