Naval Surface Warfare Center Carderock Division Rudder Analysis Verification and Evaluation (RAVE) system

The Naval Surface Warfare Center Carderock Division is establishing a Blanket Purchase Agreement for the development, assembly, and testing of the Rudder Analysis Verification and Evaluation (RAVE) system. This project aims to replace manual piece-to-piece blue-hit inspection processes for rudder stock and casting tapers with digital inspection and analysis. The scope involves transitioning existing Shaft Taper Analysis Verification and Evaluation (STAVE) technology, including proprietary algorithms and software, to process rudder-specific geometries. The contractor will provide engineering support to design inspection fixtures, develop user interfaces and analysis software, and test the system on CVN rudder taper hardware, with the potential delivery of up to five RAVE systems over the period of performance. The contract is a 100 percent Small Business Set Aside under NAICS code 541330 with a total master dollar ceiling of 3,000,000 dollars. The period of performance spans five years from October 1, 2026, to September 30, 2031. Performance will take place across multiple locations, including West Bethesda and Olney, Maryland, as well as naval shipyards in Norfolk and Portsmouth, Virginia; Pearl Harbor, Hawaii; and Bremerton, Washington. Award will be based on technical acceptability, past performance, and price reasonableness. Due to the requirement for proprietary software and algorithms owned by Propulsor Technology, Inc., the acquisition is supported by a sole source justification. Invoicing is managed electronically through the DoD Wide Area Workflow system.
