AI Contract Overview
The Navigation, Seamanship, and Shiphandling Trainer (NSST) Spares solicitation, identified as N6134026R0005, is a Small Business Set-Aside under FAR 19.5 targeting the procurement of complete spare kits for NSST systems located at nine global naval training sites: Orlando, Mayport, San Diego, Sasebo, Norfolk, Pearl Harbor, Everett, Yokosuka, and Rota. The solicitation requires the contractor to deliver new, defect-free components listed in Attachment 1, with each kit containing exact brand-name parts and valid warranty documentation from vendors, though the contractor is not responsible for creating warranty materials. Items must comply with DFARS 252.211-7003 for Unique Item Identification, marked with a two-dimensional Data Matrix per MIL-STD-130, and shipped directly to each site under FOB Destination terms. The evaluation is conducted on a Lowest Price Technically Acceptable basis, with technical acceptability determined by compliance with the material list, small business eligibility, nine-month delivery timeline, active SAM registration under NAICS 334111, and adherence to all solicitation terms. The offer due date was extended to March 6, 2026, with submissions accepted only via email to the contracting officer. An exception exists for the obsolete EVGA GeForce RTX 3080 graphics card (P/N 10GP53885KR), for which certified TAA-compliant refurbished units are permitted due to limited availability of new units. All deliveries must be inspected and accepted by government in-service engineers at each site, with the contractor responsible for managing return shipments and replacements of non-compliant or damaged parts. The contract applies to Firm-Fixed-Price line items, and the contractor must use WAWF for invoicing and maintain compliance with a broad range of FAR clauses including those related to subcontractor ethics, whistleblower protections, supply chain security, labor standards, and prohibitions against specific foreign products and applications. Offerors must be registered in SAM and affirmatively represent their status as a small business, including WOSB or EDWOSB designations, and comply with reporting requirements for executive compensation and subcontract awards.
