NAWCAD WOLF SPN-50 Presolicitation Notice

INTRODUCTION

The NAWCAD WOLF ATC&LS Division, operating under the organic Lead Systems Integrator® (oLSI®) model, has requirements for services and hardware for the overhaul support, field support, depot management support, logistics support, inventory and failure data reporting support, software analysis and troubleshooting support, engineering change proposal support, engineering and technical support, system installation and integration support, and program management support of the AN/SPN-50(V) Shipboard Air Traffic Radar. Detailed specifications for the services and hardware to be furnished by the Contractor shall be set forth in an individual Task Order (TO) awarded under the Basic Ordering Agreement (BOA).

The BOA requirement is in direct support of projects related to multiple major defense acquisition programs, other acquisition category designations, and/or other defense weapons systems to include, but not be limited to, AN/SPN-50(V) with an agile management approach to ensure that solutions are delivered efficiently and effectively. The TO will provide overhaul support, field support, material support, logistics support, inventory and failure data reporting support, software and cyber analysis and troubleshooting support, software Engineering Change Proposal (ECP) support, hardware and obsolescence ECP support, engineering and technical support, and program management support.

The Government intends to negotiate and establish a Basic Ordering Agreement (BOA) with Saab, Inc., East Syracuse, New York, and to issue an initial task order under that BOA for the requirements described in this notice. This acquisition is intended to be pursued on a sole source basis under Federal Acquisition Regulation (FAR) 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.

This notice is issued for informational and market-research purposes under FAR Part 10. It is not a solicitation, request for proposal, or request for competitive quotations, and it does not constitute a commitment by the Government to award a contract, establish a BOA, or issue an order.

The Government is seeking capability statements from interested sources to assess whether any other responsible source can satisfy the stated requirements. Responses will be considered solely for that purpose. If the information received demonstrates that another responsible source can meet the Government’s requirements, the Government may revise its acquisition approach. Absent such information, the Government intends to proceed with the anticipated sole-source BOA and initial task order to Saab, Inc.

Responses to this notice are not offers and will not be treated as proposals.

PROGRAM BACKGROUND

The function of the AN/SPN-50(V) Shipboard Air Traffic Radar is to enable Air Traffic Controllers the ability to provide radar Air Traffic Control (ATC) services to joint-coalition forces across the full range of military operations, such as aircraft sequencing and separation, airspace identification and containment, safety alerts, and traffic advisories in all weather conditions.

This requirement is a subsequent procurement associated with contract N0019-23-C-0049 and will assume a limited portion of the tasking transitioning from that contract. Contract N0019-23-C-0049 is a Naval Air Systems Command (NAVAIR) Low-Rate Initial Production (LRIP) interim sustainment contract. Upon completion of the applicable LRIP effort, the Air Traffic Control and Landing Systems (ATC&LS) Division, in its capacity as the official In-Service Engineering Agent (ISEA) for the AN/SPN-50(V), will be responsible for sustaining the system.

The Government anticipates establishing a sole-source Basic Ordering Agreement (BOA) under which service Task Orders (TOs) and hardware Delivery Orders (DOs) may be issued. The resultant BOA is anticipated to include a five-year ordering period. Service TOs are anticipated to include Cost-Plus-Fixed-Fee (CPFF) term and Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for labor, as well as cost-reimbursement CLINs for Other Direct Costs (ODCs). Hardware DOs are anticipated to use FFP CLINs.

The anticipated award date for the BOA and initial TO is March 2027, with an anticipated period of performance from March 2027 through March 2032. These dates are subject to change.

REQUIRED CAPABILITIES

To be considered capable, a Contractor must:

1. Demonstrate extensive experience in providing full lifecycle support for complex radar or avionics systems. This includes overhaul, restoration, and repair in accordance with MIL-STD-2110; field support for troubleshooting and operational analysis; and robust engineering support encompassing anomaly investigation, root cause analysis, and the development of Engineering Change Proposals (ECPs) for hardware, software, and obsolescence issues.
2. Possess a proven capability in managing the entire logistics and supply chain process. This includes establishing and executing a proactive Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management Program, maintaining a counterfeit electronic part detection and avoidance system compliant with SAE AS5553 and AS6174, and managing provisioning and technical data (LPD, PTD, TDP) in accordance with SAE GEIA-STD-0007C.
3. Have the ability to manage and sustain the SPN-50(V) Air Traffic Radar system's software and cybersecurity posture. This requires providing software and cyber analysis, implementing fixes for defects and vulnerabilities, delivering Configuration Managed (CM) software builds, and maintaining a Cybersecurity Implementation Plan (CSIP) that aligns with the government's Cybersecurity Plan (CSP).
4. Have an established Higher-Level Quality Management System (QMS) certified to ISO 9001:2015 or equivalent, with workmanship meeting IPC Class 3 standards for high-performance electronics.
5. Demonstrate strong program management capabilities to coordinate all cost, schedule, and technical aspects of the SOW, including the management of subcontractors and the ability to support travel (CONUS and OCONUS) on short notice.

A draft Statement of Work (SOW) and draft CDRLs are attached for review.

ELIGIBILITY

The applicable North American Industry Classification (NAICS) code for this requirement is 541330 –  Exception A - Military and Aerospace Equipment and Military Weapons and Maintenance, Repair, and Rebuilding of Equipment- Aircraft Launching, Landing, and Ground Handling Equipment. The product service code (PSC) is J017. 

Offerors MUST have an adequate accounting system in accordance with FAR 16.301-3(a)(3) in order to be eligible for award of this cost-type contract.

SUBMISSION DETAILS

Interested vendors should submit their capabilities statement in a document of no more than four (4) pages in length in Times New Roman font containing no smaller than ten-point font. This document shall demonstrate the capability to meet the required capabilities noted in this posting, including specifically addressing each of the capabilities in items a-e above. Additionally, all responses shall include Company Name, CAGE Code, Address, Business Size, and Points-of-Contact (POCs) including name, phone number, fax number and mailing address.
