The NBCMA is undertaking a comprehensive rehabilitation project aimed at addressing inflow and infiltration issues within its sanitary sewer system across multiple sub-basins identified through video inspections. The scope includes various construction activities such as mechanical and standard cleaning, root and grease removal, mineral deposit removal, spot repairs, televising and inspecting sewer mains and laterals, and lining pipes with cured-in-place pipe (CIPP) liners. Additional tasks involve installing hydrophilic gaskets, bypass pumping, joint grouting, installing new cleanouts, and connecting laterals with full-diameter liners from the main to the right of way, with excavation required for lateral cleanout installation. Restoration of disturbed areas and coordination with local authorities and residents are integral parts of the project. Funded by federal EPA assistance, the project mandates strict compliance with federal regulations, including demonstrating good faith efforts in soliciting Disadvantaged Business Enterprises (DBEs) such as minority, women-owned, and small businesses for project-related procurement activities. Contractors must document their efforts to include these firms in bidding processes for construction, equipment, and services, aligning with Executive Orders 11625, 12138, 12432, and EPA regulations at 40 CFR Part 33. The project, titled "NBCMA 2024 CIPP Lining Project," has a budget range between five and fifteen million dollars, with a solicitation posted on PennBid, and a response deadline set for April 2, 2025.
