The contract involves commercial services intended to be awarded through a sole-source negotiation under FAR 13.501, with GTSI identified as the only capable supplier to fulfill the Navy Cyber Defense Operations Command’s (NCDOC) requirements. These services focus on sustaining the capability and capacity of critical systems, namely the Security Data Intelligence Platform (SDIP) and the Security Information and Event Management (SIEM) solution, which are essential for processing, archiving, and analyzing computer network defense data across multiple Navy networks. The contract also includes a requirement for GTSI to migrate the SDIP system operations from their equipment to government-owned hardware, ensuring operational continuity without compromising the NCDOC mission. The government has opened a limited period for other parties to express interest and capability within three days of the notice publication, but any decision to forego competitive procurement rests entirely with the government. Potential competitors would need to install, test, train on, and make their systems operational by October 1, 2010, without any degradation in service. The solicitation, referenced as N0018910Q1730, was scheduled for distribution around June 7, 2010. Responses can be submitted via email to the designated contact, and the procurement falls under NAICS code 541330.
