NCTC Laundry Services

The Pennsylvania Department of Military and Veterans Affairs is seeking a Small Business Reserve contractor to provide comprehensive laundry management, processing, and pick-up and delivery services for the Northeast Counterdrug Training Center at Fort Indiantown Gap, Annville, Pennsylvania. The contract is structured as a purchase order with a one-year initial term and four renewal options, awarded to the lowest responsive quote. Eligible vendors must be registered as Small or Disadvantaged Businesses and demonstrate at least five years of experience in personal laundry services. The contractor is responsible for providing all necessary supplies and equipment, utilizing an off-site facility for processing, and ensuring all employees are proficient in English and have passed required background checks. Operational requirements include onsite laundry services Monday through Friday from 0800 to 1600, with linen pick-up and drop-off occurring every Tuesday and Friday between 0900 and 1500. The contractor must implement a rigorous quality control plan, including quarterly internal inspections and semi-annual professional inspections for insect and rodent control at the off-site facility. Security protocols are strict, requiring employees to be escorted at all times within DMVA/NCTC facilities and to comply with all installation access and Force Protection Condition levels. Additionally, the contractor must adhere to federal regulations regarding the combating of trafficking in persons and maintain strict organizational conflict of interest standards.
