Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued solicitation W911PT26SC001, a Commercial Solutions Opening (CSO) open continuously until September 30, 2027. This competitive solicitation seeks innovative commercial products, technologies, and services to modernize the Organic Industrial Base (OIB) for Watervliet Arsenal and Benet Laboratories. The primary objective is to integrate manufacturing resources across the enterprise, focusing on linking legacy analogue systems with digital systems, expanding modeling and simulation, and improving the delivery of materiel to soldiers. The CSO is structured around specific Areas of Interest (AoIs) that address diverse needs, including advanced cannon technology, electronic access control systems, electrical infrastructure improvements, automated manufacturing for cannon components, and facility conversions. The acquisition process follows a multi-phased approach consisting of a written solution brief, an optional presentation or pitch, and a final request for a Commercial Solution Proposal (CSP). Evaluation is based on responsiveness, technical merit, uniqueness, and price reasonableness. Successful responses may result in fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. Eligible participants include traditional and non-traditional business entities, including small businesses and foreign-owned businesses, provided they maintain an active SAM registration and a Unique Entity ID. Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking proposals for the development of a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent systemic infections in combat scenarios. The project aims to advance the technology to a Technology Readiness Level of 7 or 8, requiring the development of a working prototype, the execution of human clinical trials, and the successful submission for FDA approval or clearance. The final product must be individual, compact, waterproof, and maintain sterilization, with a preference for packaging that allows one-handed opening in low-light environments. This effort is being conducted under the prototype Other Transaction Authority 10 U.S.C. 4022, meaning it does not follow standard FAR-based procurement. To be eligible, offerors must be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The estimated period of performance is 48 months, divided into three objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals will be evaluated based on technical capability, management capability, and cost, with payments processed electronically via Wide Area Workflow. All clinical research must comply with Good Laboratory, Manufacturing, and Clinical Practices, and be approved by relevant Institutional Review Boards and the USAMRDC Office of Human and Animal Research Oversight.

Request for Information – Prophylactic Platform for Medical Countermeasures
Solicitation # W911SR27SPPFC
The Department of Defense, through the Portfolio Management Executive for Chemical, Biological, Radiological and Nuclear Defense (PME CBRND) and the Accelerated Defense Pharmaceuticals (ADP) program, is issuing a Request for Information (RFI) under solicitation W911SR27SPPFC. The objective is to identify capable companies that can advance the development of prophylactic medical countermeasures (MCMs) using existing platform technologies. The program focuses on progressing these countermeasures through Phase I or Phase II clinical trials, with a goal of enabling interim fielding via Expanded Access Protocols or pre-Emergency Use Authorization. The anticipated period of performance is up to four years, with work primarily conducted at the contractor's facilities. Interested respondents must provide a comprehensive capability description, including technical approach, regulatory status with the FDA, cGMP manufacturing capabilities, and a development roadmap with rough order of magnitude cost estimates. Evaluation criteria for future selections will emphasize manufacturing process capability, product safety and efficacy, past FDA experience, and the plug-and-play nature of the platform across various pathogens. Submissions must be delivered as a single searchable PDF, featuring a specific cover page and a core capability description not exceeding four pages. All non-clinical and clinical data must be SEND and CDISC compliant, and manufacturing must adhere to cGMP standards to support an Investigational New Drug application through a Biologics License Application.

ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

The requirements owner may be assessing market capabilities or defining requirements. Possible requirements derived from this solicitation for technical information may or may not result in an actual requirement, and may not be solicited, therefore approval of any future solicitation is subject to further scope determination and does not imply a guarantee of work or contract award. 2. Purpose: The focus of this effort is for the LRSO program's possible need to acquire near-field RCS measurement systems. The systems must be a fieldable RCS measurement systems that have a diagnostic radar with the capability to identify defects, verify repairs, and assess RCS confidence of the LRSO system for maintenance, repair, and production acceptance. 3. System Requirements: The system must be able to be used both outside in the environment as well as inside buildings. 4. Software Requirements: The resident system software must be delivered in executable format and may be installed on an unlimited number of computer systems in support of measurements. 5. System Capability Requirements: The system must have the following capabilities: Operate from 2 - 18 GHz. A near-field radar frequency imaging capability. Produce high resolution 2D (required) and 3D (desired) RCS measurements. Collect laser cross section measurement data. Be able to measure a system under test (SUT) with the following dimensions: 25 feet long by 20 feet wide by 3 feet high. Self-registration technology that records the systems precise position relative to the SUT which improves processing performance and eliminates mechanical errors such as structure or positioner motion. The antenna array must be able to be placed within 0.1" to obtain repeatable measurements and better than .05 degrees in AZ and EL for consistently repeatable measurements. Require no ancillary equipment to align and register the target. Control a rotator that will spin the SUT 360 degrees azimuthally.
