BAA DEVCOM AC Emerging Technologies
Solicitation # W15QKN-26-S-1AZR
The U.S. Army Combat Capabilities Development Command Armaments Center is soliciting research proposals and white papers for innovative technologies related to emerging weapons, munitions systems, and soldier lethality. This Broad Agency Announcement, issued under FAR 6.102(d)(2), seeks to advance the state of the art in armaments, ammunition, and fire control systems, with a specific focus on Long Range Precision Fires and support for combat vehicles such as the Abrams, Stryker, XM30, Bradley, and LAV. The solicitation is continuously open from March 5, 2026, through March 4, 2031, and encourages collaborations between the government, industry, and academia. Interested parties are encouraged to first submit a white paper, limited to six pages, for initial evaluation. If rated as promising or acceptable, offerors may be invited to submit a full research proposal. The government prefers proposals covering a three-year period of performance with incremental funding. Evaluation is based on scientific merit and military relevance rather than direct competition between proposals, with key factors including technical merit, contribution to the Army mission, offeror capabilities, personnel qualifications, past performance, and cost realism. All submissions must be unclassified and adhere to strict formatting guidelines, including the use of 12-point Times New Roman font for narrative text.

Common Autonomous Multi-Domain Launcher (CAML)-Lite Prototype Effort
Solicitation # W50RAJ27CAML_LITE
The Common Autonomous Multi-Domain Launcher (CAML)-Lite Prototype Effort is a competitive procurement conducted under 10 U.S.C. section 4022 for the development of a mobile, optionally manned, autonomous launcher designed to increase survivability and reduce manned support for cross-domain fires. Managed by the Department of Defense, this effort utilizes Other Transaction Agreements (OTAs) and follows a two-phase structure. Phase 1 focuses on a government-sponsored prototype demonstration at Talisman Sabre 2027 in August 2027, with options for the government to acquire additional prototype units, new equipment training, and contractor logistics support. Phase 2 involves maturing selected solutions into a production-representative configuration integrated into a common CAML architecture. The procurement process begins with a Request for Solutions Brief to identify meritorious respondents, who will then be invited to submit a Request for Prototype Proposal. Key technical requirements include the use of a Modular Open Systems Approach (MOSA) to ensure interchangeable modules and common interfaces. Performers are required to assume full responsibility for international logistics and compliance for the Phase 1 demonstration and must adhere to minimum Right to Repair requirements as a condition of award. Selection for Phase 1 is based on the feasibility of the maturation path and the technical soundness of the approach, while subsequent option exercises will prioritize speed of delivery, technical performance, property rights, and the right to repair. Phase 1 OTA awards are expected by December 18, 2026, with a firm-fixed-price payment structure split between award and demonstration completion.

Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and SupplieS (FASTPASS) Innovative Solutions Opening
Solicitation # ARPA-H-SOL-26-160
The Fast Assessment of Solutions, Therapeutics, Pharmaceuticals, and Supplies (FASTPASS) program, under solicitation ARPA-H-SOL-26-160, is an initiative by the Advanced Research Projects Agency for Health (ARPA-H) to develop a near real-time, non-destructive, AI-enabled screening system. The goal is to identify contamination, adulteration, and quality defects in pharmaceutical products through their packaging at ports of entry and other supply-chain nodes using multi-modal sensing and data fusion. This 54-month program is structured into three 18-month phases, culminating in a fieldable platform with validated training materials and integrated documentation capabilities. This procurement is conducted as a multiple-award Other Transaction (OT) Agreement rather than a standard federal contract, meaning it is governed by specific OT articles instead of the Federal Acquisition Regulation. Awards are based on the most advantageous proposals, with primary evaluation factors including innovation, soundness, execution planning, risk management, and team expertise. Payments are fixed and triggered by the successful completion of milestones, managed through the Payment Management System. Proposers must be registered in SAM.gov and provide detailed technical and cost proposals, including a milestone payment schedule and research security disclosures. Amendment 01 specifically updated the cost proposal narrative model and workbook to correct typographical errors and rename appendices.

Solicitation # FA945326XA001
The Air Force Research Laboratory, Space Vehicles Directorate, is soliciting white papers under CALL 017 of the Space Technology Advanced Research - Fast-tracking Innovative Software and Hardware (STAR-FISH) program. This effort, titled Secure by Design Space Vehicle (SDSV), aims to mitigate cyber threats to critical national space missions, including Satellite Communications, Intelligence, Surveillance, and Reconnaissance, Missile Warning/Missile Tracking, and Positioning, Navigation, and Timing. The project involves the research, design, development, and demonstration of a cyber-hardened space vehicle system, featuring the construction of a space vehicle flat-sat and a corresponding cyber range, software hardening, and both ground-based and on-orbit experimentation. The procurement follows a two-step process, beginning with the submission of unclassified white papers and rough order of magnitude cost estimates due by 1600 MST on November 13, 2026. Selected offerors will then be invited to submit full proposals. The government anticipates awarding multiple Cost Plus Fixed Fee contracts with a total estimated funding of 14 million dollars distributed from fiscal years 2027 through 2030. Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.
