The contract involves a collaborative initiative between the UK Ministry of Defence and the US Department of the Army, specifically the Office of the Assistant Secretary of the Army (Acquisition, Logistics, and Technology) and the US Army Research Laboratory. This partnership aims to enhance research collaboration by combining expertise from government, industry, and academia to address military technology challenges related to network-centric warfare, particularly in coalition operations. The focal point of this effort is the International Technology Alliance (ITA) Program, a bilateral cooperative technology concept established to build a critical mass of scientists, engineers, and resources across both nations. To support this initiative, two Opportunity Conferences were conducted in April 2005—one in Washington DC and another in London—to inform interested parties about the ITA Program and facilitate networking. A key requirement is that all potential Consortium Lead Industrial Partners must undergo a pre-qualification process prior to submitting proposals for ITA Program awards. These potential lead partners need to submit a concise narrative demonstrating their qualifications in alignment with the program’s criteria, as detailed in the draft program bulletin. The contract’s administrative and operational activities are primarily managed through the Department of Defense office located in Research Triangle Park, North Carolina, with additional instructions and submission guidelines available on the official ITA web platform.

The International Technology Alliance (ITA) Program is a new bilateral cooperative technology concept planned by the Governments to achieve this goal. In order to provide an opportunity for interested parties to network and learn more abo ut the ITA Program, two Opportunity Conferences were held on 01 April 2005 in Washington DC and 07 April 2005 in London, UK.
