Notice of Intent to Sole Source NeuroStar TMS Therapy System Service and Maintenance Agreement for Naval Medical Center Portsmouth

The Government has issued a notice of intent to award a sole source Firm-Fixed-Price contract to Franklin Young International, Inc. for comprehensive maintenance and service support of the NeuroStar TMS Therapy System at Naval Medical Center Portsmouth, Virginia. Franklin Young International is the sole authorized Original Equipment Manufacturer (OEM) service provider for this equipment through its distribution agreement with Neuroentics, Inc., and no third-party service or repair is authorized or permitted. The base performance period spans one year from October 1, 2026, to September 30, 2027, with four additional one-year options and a possible six-month extension through March 30, 2032, creating a potential total contract duration of nearly six years. All services must be performed using OEM parts and by personnel holding current OEM certifications, with 100% of technicians required to maintain active certification within the past two years. Preventative maintenance is mandated annually, and emergency break-fix repairs must be available 24/7, with parts shipped via next-day air at the contractor’s expense. The contractor is responsible for all labor, travel, shipping, freight, storage, and replacement costs, including the transport of government-owned equipment to alternate repair locations. Contract performance will be monitored by a designated Contracting Officer Representative (COR) who will ensure compliance with the Performance Work Statement, conduct inspections, issue technical interpretations, and notify the Contracting Officer of any deficiencies. The contractor must maintain a Quality Control program to prevent defective services and ensure adherence to OEM, FDA, Joint Commission, and UL standards. Upon completion of maintenance or repair, technicians must tag the equipment with their name, company, and date of service and submit a Field Service Report via email to the designated Biomedical Engineering distribution list. Personnel must wear identification badges, report to the Biomedical department for escort and verification, and comply with all facility access protocols.
