Prototype development for Battlefield Wound Infection Prevention and Treatment (BWI P&T) Barrier Combination
Solicitation # HT9427-26-R-E020
The Defense Health Agency Contracting Activity is seeking proposals for the development of a Battlefield Wound Infection Prevention and Treatment Barrier Combination prototype. This product must integrate a physical wound barrier with antimicrobial and antifungal properties to prevent systemic infections in combat scenarios. The project aims to advance the technology to a Technology Readiness Level of 7 or 8, requiring the development of a working prototype, the execution of human clinical trials, and the successful submission for FDA approval or clearance. The final product must be individual, compact, waterproof, and maintain sterilization, with a preference for packaging that allows one-handed opening in low-light environments. This effort is being conducted under the prototype Other Transaction Authority 10 U.S.C. 4022, meaning it does not follow standard FAR-based procurement. To be eligible, offerors must be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The estimated period of performance is 48 months, divided into three objectives: prototype demonstration, clinical studies and regulatory submissions, and final FDA clearance. Proposals will be evaluated based on technical capability, management capability, and cost, with payments processed electronically via Wide Area Workflow. All clinical research must comply with Good Laboratory, Manufacturing, and Clinical Practices, and be approved by relevant Institutional Review Boards and the USAMRDC Office of Human and Animal Research Oversight.

ARMY OPEN SOLICITATION (AOS)
Solicitation # W9128Z-25-S-A002
The Army Open Solicitation (AOS), solicitation number W9128Z-25-S-A002, is an indefinite open solicitation issued by the U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Digital Capability Contracting Center of Excellence. Its primary objective is to support all Army mission areas and maximize Army lethality by rapidly acquiring innovative commercial technologies, research and development solutions, and software acquisition pathway procurements. The AOS leverages a broad range of authorities, including FAR 6.102(d)(2), FAR 35.016 Broad Agency Announcements, and various 10 U.S.C. sections for prototypes and experimental procurements, as well as the Commercial Solutions Opening (CSO) process. Interested parties can engage through two primary methods: responding to Active Capability Gaps (ACG) or submitting proposals in response to specific Calls for Solutions. The award process generally follows a multi-phase approach consisting of a Solution Brief, a Live Pitch, and a final Solution Proposal. Evaluation is based on a hierarchy of Technical Merit, Viability, Feasibility and Desirability, and Schedule and Price. All submissions must be unclassified, and the government does not reimburse companies for costs incurred during the initial three phases of the solicitation process. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the use of the Wide Area Work Flow (WAWF) for invoicing. Security requirements mandate that all government data reside within the exclusive legal jurisdiction of the United States. Solution Briefs are strictly limited to five written pages in 12-point font or fifteen briefing slides and must be submitted as a single PDF document. While the overall AOS remains open in perpetuity until canceled, individual Calls for Solutions have specific, limited response windows.

The Air Force Research Lab Space Warfare Directorate is issuing a Sources Sought Notice and Notice of Proposed Contract Action for cyclotron beam time to support radiation tolerance characterization of focal plane arrays, detector test chips, and sensing materials for space operation. The government intends to award a sole source contract to the University of California Davis for the use of its cyclotron at the Crocker Nuclear Laboratory. This procurement is being conducted under the authority of 10 U.S.C. 3204(a)(1) and 41 U.S.C. 1901 for commercial products and services, utilizing NAICS code 541380. The requirement specifies 40 hours of continuous proton beam time over one continuous week with an 85 percent duty cycle. Technical specifications require a continuous proton beam with flux between 10^0 and 10^10 protons/cm2 s, energy up to 63 MeV at a maximum current of 100 nA, and a beam diameter of at least 3 inches with over 95 percent uniformity within a 2.0 cm radius. Key deliverables include a beam dosimetry report delivered within one business day of the government's departure. The contractor must provide 24/7 building access during the beam time week, usage of the South Cave room for setup and teardown, radiation dosimeters for personnel, and parking for one trailer and four vehicles. Interested parties must submit a statement of interest demonstrating technical capability by October 22, 2026.

Space Environment Technologies and Science (SETS) Broad Agency Announcement (BAA)
Solicitation # FA9453-23-R-X001
The Space Environment Technologies and Science (SETS) Program is a Broad Agency Announcement (BAA) issued by the Air Force Research Laboratory (AFRL) under NAICS 541715. The program seeks research and development to understand, quantify, and mitigate the impacts of the space environment on Department of Defense and national security systems. The scope is divided into five primary technical areas: Solar, Solar Wind, and Ionospheric Effects; Thermosphere, Satellite Drag and the Reentry Environment; Plasma Physics and Chemistry; Particle Effects and Radiation Belt Environment; and the Cislunar Environment. The objective is to enhance the capability to predict and exploit environmental effects that could disrupt operational systems, including impacts on spacecraft, radar, and positioning, navigation, and timing (PNT) systems. This is a closed BAA that remains active for eight years, with specific requirements and deadlines issued through individual Calls. Proposals may follow a one-step or two-step process, with the latter requiring an initial white paper for evaluation based on technical merit and affordability. Deliverables vary by Call but typically include hardware, software, prototypes, and technical reports. All offerors must maintain active registration in the System for Award Management (SAM) and provide a Unique Entity Identification number. Depending on the specific Call, some efforts may require a U.S. security clearance of Secret or higher and a classified facility clearance. Award selection is based primarily on overall scientific and technical merit, subject to the availability of funds.

Neutron Strategic Technology Advanced Research (Neutron-STAR) Advanced Research Announcement (ARA)
Solicitation # FA9453-23-R-A004
The Neutron Strategic Technology Advanced Research (Neutron STAR) Advanced Research Announcement (ARA), solicitation FA9453-23-R-A004, is an open solicitation issued by the Air Force Research Laboratory (AFRL) Geo Space Division. Utilizing the authority of 10 U.S.C. 4023 for experimental procurement, the program seeks innovative research and development to enhance national nuclear deterrence capabilities. The scope of work is divided into five primary technical topics: nuclear system development, nuclear systems integration, nuclear system flight experimentation and evaluation, nuclear explosion monitoring, and nuclear command, control, and communication. This is a hybrid announcement that primarily employs a two-step submission process, requiring an initial unclassified white paper and a Rough Order of Magnitude (ROM) cost estimate before a full proposal is requested. The government may utilize various award instruments, including FAR-based contracts, Other Transaction (OT) agreements, and assistance instruments such as grants or cooperative agreements. Evaluation is based on a best-value determination, focusing on technical merit, scientific soundness, and cost realism. Key administrative requirements include mandatory registration in the System for Award Management (SAM) and the submission of a Security Program Questionnaire and Standard Form 424 for key personnel to assess Science and Technology protection risks. Submission dates are currently indefinite, and prospective offerors are encouraged to maintain dialogue with government representatives. All unclassified submissions must be sent to the designated Neutron STAR Org Mailbox in Microsoft Word or Adobe Acrobat format.
