New Gym Floor

The Texas Military Department is soliciting a turn-key gym flooring installation project at the Texas Challenge Academy in Eagle Lake, Texas, under Solicitation Number TMD26-CHE-0041565, with responses due by June 29, 2026, at 10:00 AM local time. The scope requires the full provision and installation of rolled multiuse basketball flooring, approximately 5,386 square feet in Classic Oak or equivalent, at 6.2MM thickness, along with a moisture slip sheet, black resilient wall cove base molding totaling 284 linear feet, and professional court line and logo painting using Omni Sport products or equivalent in either royal blue or navy blue. All materials and installations must adhere strictly to manufacturer specifications and industry standards, with any substitutions requiring prior written approval. The Contractor must have at least five years of demonstrated experience in installing gym floors of similar scale, and all personnel must pass a fingerprint-based criminal history background check prior to beginning work. The contract is classified as a firm fixed price with no minimum compensation guaranteed, and must be submitted in three organized volumes including certifications, information, and a mandatory pricing schedule in exact format. The Contractor is subject to extensive compliance obligations including adherence to the Federal Occupational Safety and Health Act, Americans with Disabilities Act, and all applicable state and federal equal employment opportunity laws. Insurance requirements mandate Workers’ Compensation at statutory limits, Employer’s Liability coverage of $1 million per accident, and Commercial General Liability coverage of $1 million per occurrence and $2 million aggregate, all on a primary, non-contributory basis with a waiver of subrogation. A Performance Bond is required if the contract exceeds $100,000 and a Payment Bond if over $25,000, both to be submitted within ten calendar days of award.
