NEW PRODUCTION, REBUILD AND REPAIRS OF CONTINUOUS WAVE ILLUMINATOR TRAVELING WAVE TUBES.

The contract covers the new production, rebuild, and repair of Continuous Wave Illuminator Traveling Wave Tubes (CWI TWTs) under a five-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) agreement with an estimated total value of $11.3 million, spanning Fiscal Years 2022 through 2026. The procurement is conducted as a sole-source acquisition under 10 U.S.C. 2304(c)(1) because Communications and Power Industries (CPI), located in Palo Alto, California, is the only certified source capable of fulfilling the requirement due to proprietary design rights, restricted technical data, and exclusive manufacturing processes that cannot be replicated by any other vendor. CPI holds sole certification as both the In-Service Engineering Agent and Acquisition Engineering Agent for these components, and qualifying an alternate supplier would require over three and a half years and incur approximately $12.4 million in duplicative costs, making competition impracticable. The deliverables must conform to Weapons Specification WS-33400 and NAVSEA Drawing 6155775, and each unit—whether new, rebuilt, or repaired—must pass rigorous government-led electrical, life, environmental, and Grade A shock testing. The U.S. Government retains Government Purpose Rights to design improvements it has funded, though CPI maintains restricted rights to the baseline technical data and has explicitly refused to transfer ownership or access to proprietary designs, tooling, or production drawings. Performance will occur at CPI’s facility in Palo Alto, California, with deliveries distributed to support U.S. Navy AEGIS cruisers and destroyers and Foreign Military Sales. The contract is firm-fixed-price, with no formal evaluation factors, weights, or pricing breakdowns published; instead, individual delivery orders will define quantities, schedules, and shipping details. Inspection and acceptance authority rests solely with the Naval Surface Warfare Center, Crane Division, as the technical cognizant agency.
