New Solano Hall of Justice Courthouse Project

The Judicial Council of California is initiating the New Solano Hall of Justice Courthouse Project in Fairfield, California, to replace the existing Solano Hall of Justice and Co-Op buildings. The project involves the demolition of existing structures and the construction of a new five-story courthouse building of approximately 141,000 square feet, reaching a maximum height of 86 feet. The facility will feature 12 courtrooms, justice chambers, administrative areas, and a public lobby, all designed to meet Judicial Council Trial Court Facilities Standards and Fairfield's General Plan aesthetics. Site improvements include a 159-space public parking lot, 17 secured judicial parking spaces, rerouted utility connections, and a potential pedestrian sky bridge connecting to the Law and Justice Center. The project is expected to take approximately 28 months to complete, with the Judicial Council purchasing the property from Solano County. Environmental compliance is a primary focus, with a Draft Mitigated Negative Declaration outlining measures to address air quality, biological resources, and traffic. Strict requirements are in place for construction equipment, mandating that mobile equipment over 50 horsepower meet U.S. EPA and CARB Tier IV final exhaust emission standards. The project also includes rigorous hazardous materials protocols for the removal of lead-based paint, asbestos-containing materials, and mold in accordance with Cal/OSHA, NESHAP, and BAAQMD regulations. To ensure safety, final designs must place finished floor elevations above the modeled 100-year flood elevation. Public review for the environmental documents was scheduled between November 12 and December 15, 2025, managed by the Judicial Council's Senior Facilities Analyst.
