New Steamline Feed

THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A SYNOPIS OF PROPOSED CONTRACT ACTION MAY BE POSTED AT A LATER DATE WHICH WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY. Please only respond to this sources sought notice if you are interested in submitting a bid and capable of performing the work required to complete the project. The Federal Bureau of Prisons (BOP) anticipates the need for a firm-fixed-price contract for a project entitled Install New Steamline Feed at the Camp at the Federal Correctional Complex (FCC) Terre Haute. The following brief synopsis should not be considered inclusive of all work required to complete the project. The contractor shall install a new underground steam line feed and return to the FPC. Contractor shall provide all material, equipment and labor to successfully install steam supply and condensate return lines to the FPC Terre Haute. This will include but is not necessarily limited to the excavation of approximately 650 LF running from existing steam pit into the FPC basement. Contractor shall tap existing lines with isolation valves and lay approximately 650 LF of 4" schedule 80 steel pre-insulated steam main and 650 LF of 2.5" schedule 80 steel return to include direct bury insulation at grade for proper distribution/return of steam/condensate lines. Contractor shall provide a U type expansion joint on each line placed approximately every 200 LF. Contractor shall pressure test installed piping prior to insulation, fill, grade and seeding of excavated ground. Contractor shall provide all raceway through existing basement/crawl space walls and supply isolation valves on supply and return on basement penetration. Contractor shall install a piping tree with strainer at floor elevation to appropriately accommodate, isolate, and gauge the existing various high and low pressure feeds to include 120PSI to 15PSI pressure reducing valves. Contractor shall install approximately 150LF of schedule 80 steel pre-insulated piping from the piping tree to the existing low and high pressure feeds in the interior of the FPC basement. Contractor shall upgrade the existing mechanical condensate return to a pressure condensate return system with at least 127 gallon 304 stainless steel mounted tank, gauge assembly and dial thermometer, and retrofit existing condensate piping to meet the needs of the new system. Contractor shall, upon completion of the above referenced system, cap/isolate the existing lines located in an exterior manhole. All valves associated with this project shall be shall be rated at least 150lbs. All flanges associated with this project shall be flexitallic. The performance period for the project will be 91 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the project lies between $500,000 and $1,000,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 with a corresponding small business size standard of $15 million. Interested parties must be registered in the System for Award Management (SAM) at www.sam.gov. The BOP is seeking small business contractors for this project.
