The U.S. Coast Guard Surface Forces Logistics Center, under the Department of Homeland Security, issued solicitation HSCG40-12-R-41205 for the procurement of one shipset, consisting of one port and one starboard Ulstein Aquamaster Model 1350H/1350E thrusters, also known as Z-drives. These components are intended for the USCG 175 WLM vessel class to ensure exact form, fit, and function, thereby maintaining vessel reliability and interoperability with existing onboard equipment. The procurement is classified under NAICS code 333518/333618 with a business size standard of 1,000 employees. The government intends to award a non-competitive, sole-source, firm-fixed-price contract to the Original Equipment Manufacturer, Rolls Royce Canada Limited. This determination is based on the fact that Rolls Royce possesses proprietary design and engineering data for the Ulstein product line, making them the only responsible source capable of meeting the technical requirements. While the solicitation was issued as a Request for Proposal, the Coast Guard maintains that only the OEM can ensure conformity to design and material requirements. Any alternative sources would have been required to provide comprehensive engineering data and proof of access to the proprietary Rolls Royce data to be considered.

This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. Solicitation number HSCG40-12-R-41205 applies, and is issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. The U.S. Coast Guard Surface Forces Logistics Center intends to award a non-competitive, fixed price, sole source contract to the Original Equipment Manufacturer (OEM), Rolls Royce Canada, Limited, for one shipset (one port/one starboard) of Ulstein Aquamaster Model 1350H thrusters (Z-drives). The North American Industry Classification System (NAICS) code is 333518 and the business size standard is 1,000 employees. This synopsis/solicitation is issued pursuant to FAR 6.203-1 and HSAM 3006.302-1. The resultant contract will be awarded using FAR Part 12. It is the Government's belief that only Rolls Royce possesses the required capabilities to successfully manufacture this equipment and can ensure compatibility with existing onboard equipment and conformity to the OEM design and material requirements. The Coast Guard has determined, consistent with FAR 6.302-1, that there is only one responsible source and no other supplies or services will satisfy agency requirements. All design data including data for upgrades made by Rolls Royce to Z-drive units since acquiring the Ulstein product line are proprietary to Rolls Royce. Concerns having the expertise and required capabilities to furnish the items of this solicitation are invited to submit complete and current information discussing their capabilities within 5 calendar days from the day this notice is posted. The following information must be provided and must include sufficient detail to allow the Coast Guard to evaluate acceptability of the offered system and components: (1) Complete and current engineering data to demonstrate the new drives will include all upgrades made by Rolls Royce, and (2) Any offers from sources other than the OEM will have to include info that demonstrates that they have access to the Rolls Royce data. See Attachment 1 for Contract Line Items (CLINS), Required Delivery Schedule, Clauses and Provisions.
