TRS-3D /AN/SPS-75 Radar repairs/ overhaul services

The United States Coast Guard (USCG) Surface Forces Logistics Center has issued solicitation 70Z08526RRJ001B00 for a requirements contract to provide complete overhaul and repair services for the AN/SPS-75 Air Search Radar System, specifically for use on 418-foot WMSL cutters. The scope of work includes the disassembly, inspection, testing, preservation, packaging, and marking of various radar components, such as power supplies, circuit card assemblies, and RF/IF units. Due to the proprietary nature of the technical data and software codes, this is a sole-source procurement awarded to Northern Defense Industries, LLC (NDI), the only authorized U.S. service provider for these OEM parts and repairs. The contract is structured with a base period and three one-year ordering periods, with an additional six-month extension option. The award is based on technical capability and fair and reasonable pricing, with a heavy emphasis on adhering to Original Equipment Manufacturer (OEM) specifications. Key requirements include the provision of a dedicated Project Manager, adherence to strict military packaging and marking standards (such as MIL-STD-129R and MIL-STD-2073-1E), and the ability of personnel to be eligible for Secret clearances. All repairs must be performed at the contractor's facility and are subject to government inspection and acceptance at the destination. Payment is processed electronically via the Invoice Processing Platform (IPP), and the contractor must provide detailed Open and Inspection Reports (OIR) for all shipped items.
