New Underground Electric Service System

The National Capital Commission is soliciting proposals for the installation of a new underground electrical service system at Jacques Cartier Park North in Gatineau, Quebec. The project aims to provide a permanent, higher-capacity power supply to support major events, such as Winterlude, while reducing reliance on diesel generators. The scope of work includes the removal of existing electrical infrastructure and the installation of a new 600V Hydro-Quebec service, a main distribution cabinet, low-voltage distribution for the park and Maison du Vélo, and the provision of power pedestals for temporary event connections. The project is divided into two phases: Phase 1 (Core Scope) focuses on infrastructure and civil works in the western portion of the park near Laurier Street, including chambers CT-1 and CT-2, while Phase 2 (Option Scope) extends to the south-east and north-east kiosks and associated pull manholes. The contract has a one-year term with an option to extend for an additional year. Bidders must be Canadian suppliers and hold specific Régie du bâtiment du Québec (RBQ) licenses, including subclasses 1.4, 1.5, 1.7, and 16, with the electrical subclass requiring a valid CMEQ license. Additionally, the contractor or their subcontractor must be recognized by Hydro-Quebec to perform underground civil and electrical distribution work. Key project requirements include the protection of significant trees, adherence to a spill prevention and response plan, and the reinstatement of the park to its original condition. Award decisions will be based on a two-tiered financial framework; if the combined price for both phases exceeds the budget, the NCC may award the contract for Phase 1 only to the top-ranked proponent. Performance and labour and material payment bonds are required at 50 percent of the project value.
