TOA is currently undertaking a phased transition of its electrical distribution system from 4/12kV to 25kV operation in conjunction with the commissioning of a new substation anticipated to be fully online in August 2026, subject to ongoing project scheduling. Conversion activities are tentatively expected to begin in late summer 2026 pending receipt of required pole-top transformers currently on order. The Town anticipates requiring a combination of one (1) to four (4) external two-person Powerline Technician (PLT) crews with material handling capability at various stages of the conversion program. Services may include the provision of qualified PLT crews, material handling and lifting equipment, live-line work support, transformer change-outs, and associated utility line work required to safely and efficiently execute the conversion program. Respondents will be requested to provide labour, equipment, standby, call-out, and night work rates, as well as information regarding resource availability, safety qualifications, and compliance with TOA's Code of Practice. TOA will provide customer notifications, traffic control, and conversion materials, while Respondents will be responsible for supplying qualified personnel, vehicles, tools, and equipment necessary to complete the work.
