The New York State Office of the State Comptroller’s Bureau of Contracts approved a sole-source exemption on August 12, 2025, allowing the Department of Health to engage Island Peer Review Organization, Inc. without a competitive bidding process. This contract supports the Department’s Maternal Mortality Review Initiative by performing essential activities such as maternal mortality case review, data abstraction, presentation, and informant interviews for the New York State Maternal Mortality Review Board. The exemption was granted due to the unique qualifications of the selected firm and the specific circumstances of this procurement, making a competitive process unfeasible. The contract, covering all New York State counties, is set to run from July 1, 2025, through September 30, 2026, with a budget range between $500,000 and $2,000,000. The project aims to enhance maternal mortality review efforts across the state, with a designated contact person, Jason DiLeo, available for inquiries. The solicitation was posted on October 22, 2025, with responses due by October 29, 2025.
