AI Contract Overview
The Next-Generation Overhead Persistent Infrared (Next-Gen OPIR) program aims to augment and eventually replace the Space Based Infrared System (SBIRS) by deploying a constellation of satellites equipped with infrared detection capabilities to provide global early warning of ballistic missile launches targeting the United States. The contract focuses specifically on the Software Depot Activation Gap Analysis for the Next-Gen OPIR Polar (NGP) component, which will deliver infrared coverage over the northern polar region. Lockheed Martin serves as the prime contractor for the space vehicles, with Raytheon providing the satellite payloads. The effort is centered on conducting gap analyses to assess the current capabilities of SWEG organizations versus their required readiness to support this complex workload, ensuring seamless transition and operational continuity. The work is managed under a contractual ceiling of $2,000,000, funded through the Department of Defense and administered by the Air Force Life Cycle Management Center located at Robins Air Force Base, Georgia. Proposals are evaluated based on a weighted technical scoring system totaling 160 points, with 90 points allocated to the proposer’s overall experience and qualifications and 70 points assigned to the experience of key personnel, with a minimum qualifying score of 100 points required for consideration. Selection follows a best-value trade-off model, not LPTA, with top-scoring offerors entering negotiations. The contract does not specify firm delivery schedules or line-item pricing, instead relying on Contract Service Orders (CSOs) to define scope, timing, and funding within the overall ceiling. Deliverables center around analytical outputs from the gap analysis, requiring rigorous documentation, compliance with technical standards, and coordination with existing systems. Performance must occur at the designated work site in Warner Robins, Georgia, with strict adherence to packaging, preservation, and labeling requirements that mandate manufacturer-original packaging, intact labeling, and environmental controls to prevent damage. Key personnel must possess documented experience and, where applicable, HAZWOPER certification. Security protocols are stringent, requiring AOA badges with specific indicia for airfield access, English language proficiency, and compliance with TSA regulations, including potential fines up to $10,000 per violation. Offerors must disclose any debarments, criminal judgments, or prior contract terminations, and must certify absence of organizational conflicts of interest under state and local statutes, including filing Form 700 with California’s Fair Political Practices Commission. Proposals must be submitted in five physical envelopes and two USB drives containing PDFs and editable source

Full Description
The Next Generation Overhead Persistent Infrared (Next-Gen OPIR) program is intended to first augment, then replace, the Space Based Infrared System (SBIRS) program-of-record and will utilize two sets of satellites that provide worldwide initial warning of ballistic missile attacks on the United States using Infrared detection.
Lockheed Martin is the prime contractor for the NGG Space vehicles with Raytheon as a subcontractor for the satellites’ payload. Next-Gen OPIR Polar (NGP) will consist of satellites providing infrared coverage of the northern polar region.
Gap analyses will be performed to determine the differential between where the SWEG organizations are and where they need to be to perform this workload.
