The contract focuses on the development, low-rate initial production, and full-rate production of the Next Generation Surveillance Array (NGSA), a passive towed twin-line acoustic sensor designed for use within the SURTASS Program. This system, based on a government-developed design with Open Architecture Telemetry, is intended to replace existing multi-line arrays deployed on Auxiliary General Ocean Surveillance (T-AGOS) ships and other SURTASS platforms. The initiative aims to enhance underwater surveillance capabilities by delivering an advanced sensor array for naval operations. Access to the full Request for Proposal (RFP), which contains sensitive Controlled Unclassified Information and Controlled Technical Information, is restricted. Interested parties must submit a signed Non-Disclosure Agreement and a valid Military Critical Technical Data Agreement (DD Form 2345) to designated Navy contacts. NAVWAR reserves the discretion to limit the number of individuals per company who may access these materials, ensuring controlled and secure handling of sensitive information. The solicitation is managed by the Naval Information Warfare Systems Command, based in San Diego, CA, with a proposal submission deadline set for August 21, 2026.
