NGA Solicitation for Behavioral Support Science Services

The National Geospatial-Intelligence Agency (NGA) is seeking non-personal services through a Total Small Business Set-Aside solicitation (HM047626Q0018) to support its Security and Installation Directorate’s Counter Insider Threat Office Behavioral Science Team. The contract, to be awarded as a Firm Fixed Price instrument with a 66-month total performance period commencing September 30, 2026, and extending through September 29, 2031—including a potential six-month extension under FAR 52.217-8—requires the provision of two full-time equivalent Clinical Psychologists stationed at the NGA East Campus in Springfield, Virginia. These professionals must hold full, current, and unrestricted licenses to practice clinical psychology in the United States or its territories and be capable of performing national security psychology consultation, training, research, and liaison functions for key divisions including Counterintelligence, Personnel Security, and Threat Management. Proposals must include detailed resumes adhering to a strict template, a technical approach, a security package demonstrating compliance with facility and personnel clearance requirements including Top Secret/Sensitive Compartmented Information access, and a price proposal submitted in separate, isolated volumes.
