The requirement, identified by solicitation number HT9408-26-STERILIZATION, is scoped under NAICS code 561910 for Packaging and Labeling Services, though respondents may propose a more appropriate classification with justification. The contractor must perform weekly pickups of approximately 150 trays, return all items within a 72-hour turnaround time, maintain a defect rate of 5% or less, and ensure all packaging and sterilization conforms to ANSI/AAMI standards including the use of Class 5 or Class 6 chemical indicators and intact sterile barriers. The contractor must also sustain active ISO 9001 and ISO 13485 quality certifications, adhere to OSHA, CDC, and OEM guidelines, and ensure all personnel wear identification badges while on base. Offsite operations must accommodate government-provided rigid containers and medical-grade peel packs, and the contractor will assist in developing a standardized barcode labeling system. Responses are due by 12:00 p.m. Central Time on June 12, 2026, and must include entity name, point of contact, CAGE code, UEI, SAM registration status, and small business certifications if applicable. The government reserves the right to set aside the acquisition for small businesses or proceed under full and open competition based on market response, and this RFI does not constitute a solicitation or binding obligation. All submissions are governed by the Federal Acquisition Regulation and Department of Defense Privacy Program, and respondents bear all costs associated with responding. Contract administration will be overseen by the Contracting Officer and Contracting Officer’s Representative, and the selected contractor must designate a contract manager with full operational authority available Monday through Friday during business hours.

Notice of Intent to Sole Source Gasmet
Solicitation # HT9427-26-JC-8426
The Defense Health Agency intends to award a sole-source Firm Fixed Price contract to Gasmet for the Model GT5000 Terra Portable multi-gas analyzer, citing unique and irreplaceable technical capabilities that are essential to the DoD’s industrial hygiene and emergency response missions. The GT5000 Terra is the only commercially available backpack-portable Fourier Transform Infrared analyzer capable of delivering accurate, real-time gas analysis while the operator is in motion, leveraging Gasmet’s patented GICOR interferometer and non-hygroscopic optical systems that eliminate signal degradation from vibration and eliminate the need for field purging. No other manufacturer offers a comparable device with the same combination of portability, operational mobility, and calibration stability, and competing systems either lack the necessary ruggedness, are too heavy for use with full PPE, or fail under physical disturbance. Gasmet is the sole original equipment manufacturer of these proprietary technologies, and no third party can legally replicate or modify their hardware to meet the agency’s field requirements. The decision is further justified by complete compatibility with the existing Calcmet software ecosystem and spectral library already in use across DHA and DoD facilities, ensuring seamless data integration, continuity of operations, and avoidance of costly retraining and certification delays. Switching to an alternative system would require the government to abandon its established chemical reference database, develop and validate entirely new software platforms, and retrain personnel on non-standardized equipment—all of which would severely impair response timelines and create logistical vulnerabilities during operational deployments. Failure to procure the Gasmet unit directly jeopardizes the safety and effectiveness of industrial hygiene surveys and emergency response activities, potentially exposing warfighters to unmitigated health risks. This notice of intent to award on a sole-source basis is open for third-party responses until 3:00 PM Eastern Standard Time on August 19, 2026, with all submissions directed to James Cheng at the Defense Health Agency.

Notice of Intent to Sole Source the preventative maintenance of Carl Zeiss Microscopes at NMCP, Portsmouth, VA
Solicitation # 12427110
The Government intends to award a sole-source, firm-fixed-price contract to PROAIM Americas, LLC for the preventative maintenance of Carl Zeiss microscopes at Naval Medical Center Portsmouth, Virginia, using Simplified Acquisition Procedures under FAR Part 13.106-1(b), as the total estimated value of $607,166.77 falls within the $350,000 simplified acquisition threshold, with the contract structure including a base year from October 1, 2026, to September 30, 2027, and three optional one-year extensions. PROAIM Americas is identified as the only capable source for this maintenance due to its exclusive ability to service Carl Zeiss microscopes, and the Government has determined that competitive procurement would not be advantageous, cost-effective, or timely without hindering mission objectives. Responsiveness to this notice must provide clear and convincing justification that competition would benefit the Government, though the decision not to compete remains at the Government’s sole discretion. This is a notice of intent, not a request for quotes or proposals, and responses will be evaluated solely to assess the viability of competition; no costs incurred by responders will be reimbursed. The solicitation number is 12427110, under NAICS code 811210, with all inquiries directed to Contract Specialist Cynthia Scharnowske via email with the specified subject line.

The Defense Health Agency is seeking information from qualified private sector vendors capable of producing a high-quality clinical and surgical instructional video series focused on advanced vascular repair techniques, as part of the Biologic Reconstruction for Operational Warfighter Needs initiative. This Request for Information is not a solicitation or binding commitment, nor does it obligate the Government to award a contract; it is solely for market research to identify capable offerors with demonstrated expertise in sterile surgical environment filming, pre-production development, and post-production editing that integrates dynamic animated visualizations to enhance surgical training and cognitive retention. Notice to Sole Source Qiagen
Solicitation # FY26-0865
The Defense Health Agency Contracting Activity intends to award a sole source contract to Qiagen Sciences, LLC for maintenance and support of the CLC Genomics Server and Workbench, as Qiagen is the exclusive manufacturer and copyright holder of the proprietary software. The government relies on this specific platform for daily analysis of next-generation sequencing data at AFDIL, and no alternative vendor can legally issue the required server licenses or manage enterprise network authentication through Qiagen’s proprietary license manager. Any attempt to replace the system would result in complete operational failure, loss of validated bioinformatics workflows, and prohibitive duplication of costs. The software supports both Windows and Linux environments, enables centralized data storage via file systems or custom databases, and offers an open API for integration with external tools, making it indispensable for current bioinformatics operations. The acquisition will be conducted under simplified procedures with no set-aside restrictions and is classified under NAICS code 541512, with a small business size standard of $30 million. This presolicitation notice does not constitute a formal solicitation but invites interested parties to submit technical and cost information to demonstrate their capability to provide equivalent services, though the government retains full discretion to proceed without competition. All submissions must be emailed in PDF, Word, or Excel format to Kasey Carroll by 10:00 A.M. EST on August 17, 2026, with no phone calls accepted. The contract will be performed at Dover AFB, Delaware, with the contracting office located at Fort Detrick, Maryland.
