Request for Proposal (RFP) for MONOCULAR NIGHT VISIONS DEVICES for the Canadian Coast Guard (CCG) F7013-220304
This RFP Amendment #001 is raised to: To address questions raised during the RFP solicitation process.
The CCG has a requirement for the acquisition of Monocular Night Vision Devices (MNVD) and associated accessories. The MNVD being procured are intended for domestic, operational and training use by the Search and Rescue (SAR) Team. The resulting contract will be for a period of five (5) years. The initial requirement is for the acquisition of a quantity of twenty (20) units as well maintenance and support. TENDERING PROCEDURES All interested suppliers may submit a bid SOURCING It is proposed to solicit a competitive bid through CanadaBuys.ca for this requirement. A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive. The responsive bid with the lowest evaluated price will be recommended for award of a contract. If only one compliant offer is received, price support and price certification will be requested. SECURITY There are no security requirements for this requirement. This procurement is subject to the Controlled Goods Program. BASIS OF PAYMENT Bidders will be requested to propose Firm Lot Pricing for the equipment acquisition as well as hourly rates for the maintenance and support. POLICY This requirement is exempt from the provisions of the North American Free Trade Agreement (NAFTA), World Trade Organization-Agreement on Government Procurement (WTO-AGP), Canada - Chile Free Trade Agreement (CCFTA) and the Canada - Peru Free Trade Agreement (CPFTA), based on the Federal Supply Classification (FSC) code of N5855 - Night Vision Equipment, Emitted and Reflected Radiation. All in accordance with NAFTA chapter 10, Annex 1001.1b2, General Note 1, and WTO-AGP, Annex 4. The requirement is subject to the provisions of the Canadian Free Trade Agreement (CFTA). Comprehensive Land Claim Agreement (CLCA) is not applicable. If a Contract is awarded as a result of this solicitation, bidders may request a debriefing on the results of their submission. Bidders should make the request to the Contracting Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person. As per policy requirements all notices posted on CanadaBuys.ca will be in both official languages.
