The National Institutes of Health (NIH) plans to negotiate a sole source contract extension with Colonial Parking to continue providing parking services at the NIH Bethesda Campus and associated facilities. This notice serves as a Notice of Intent and not a solicitation for competitive proposals. The existing contract will be extended for an initial two-month period starting September 1, 2015, with the option to extend for four additional one-month increments, potentially concluding by February 29, 2016. The extension is intended to prevent disruption in critical parking services while NIH prepares a competitive follow-on contract. The Performance Work Statement (PWS) will remain unchanged from the current contract, requiring Colonial Parking to supply all necessary services, personnel, equipment, and supplies to manage the ORS-controlled parking serving over 20,000 NIH employees, contractors, visitors, and patients. Although this is not a request for proposals, NIH invites responses within seven days of the notice posting to determine whether a competitive procurement is necessary; however, the government has sole discretion over this decision. Interested parties must submit written evidence of their capability by July 31, 2015, at 2 p.m. EST via email to the designated NIH contract specialist. No solicitation document will be issued, and NIH will not be responsible for costs incurred in response to this notice. The contract falls under NAICS code 812930, Parking Lots and Garages, with a size standard of $38.5 million, and the award will maintain continuity of critical parking services at the NIH Bethesda campus and related sites.

The Performance Work Statement (PWS) under the proposed extension is to remain the same as under the current contract. The current PWS is attached. Colonial Parking will continue to furnish all necessary services, qualified personnel, equipment, and supplies, not otherwise provided by the Government, to manage and operate the ORS-controlled parking on the NIH Bethesda Campus to more than 20,000 employees at the NIH Bethesda Campus, the many companies who do business with NIH, its numerous visitors from around the world, and patients and leased parking at the Montrose Commuter Parking Lot for counting of NIH Employee Vehicles. The applicable NAICS code is 812930, Parking Lots and Garages with a size standard of $38.5M. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within seven days of this posting. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIH/ORS will not be responsible for any costs incurred by interested parties in responding to this notice. Interested parties must provide written evidence of their capability to fulfill this requirement by July 31, 2015 at 2 p.m. EST. Responses must be submitted via email to: O. Joy Ajao, Contract Specialist at: contact@example.gov. Written responses received after July 31, 2015 at 2 p.m. EST will not be considered by the Government.
