FY26 Lab Consolidation for Coagulation CPRR EffortThe contract solicits a comprehensive Cost Per Reportable Result (CPRR) agreement to supply and support coagulation analyzers for multiple Military Treatment Facilities (MTFs) under the Defense Health Agency HCD West. Spanning one base year with four option years, the contract encompasses all aspects necessary for effective coagulation testing, including the provision of coagulation analyzer equipment, reagents, consumables, controls, peripherals such as printers and uninterrupted power supplies, and all parts needed to ensure proper instrument operation. The CPRR price covers every element required to generate a single patient reportable result, including dilution, repeat and confirmatory testing, as well as quality control and calibration per Clinical Laboratory Standards Institute guidelines. The contractor is responsible for delivery, installation, removal, preventive maintenance, repairs, and ensuring continuous, uninterrupted analyzer operation even in cases of interface failures with laboratory information systems or electronic health records. In addition to equipment and consumables, the contract requires comprehensive training for government personnel, offering user-level and advanced super-user training sessions at both the installation sites and contractor facilities, with contractor-borne travel expenses for the latter. The analyzers must be new, FDA-approved, and capable of seamless bidirectional interfacing with existing Department of Defense electronic health records and laboratory management systems. The scope also includes managing hazardous waste generated during testing and accommodating varying workload volumes, surge capacity, and volume adjustments at different MTFs. Detailed site-specific data informs equipment deployment, covering delivery schedules, physical requirements, power needs, and anticipated test volumes for various coagulation assays such as Prothrombin Time and Activated Partial Thromboplastin Time. The contractor is tasked with providing ongoing operational and technical support, monthly reporting, and ensuring overall performance quality throughout the contract term.

The National Institute of Standards and Technology (NIST) is conducting a combined sources sought notice and notice of intent to award a sole source contract to Nikon Metrology, LLC, for the procurement of one high-speed, automated Nikon optical microscope system. This microscope is required to meet or exceed detailed specifications, including the ability to image silicon wafers and low-dimensional van der Waals materials in both visible and infrared light, with operation in reflection and transmission modes. The system must support motorized controls for objective lens changes, stage movement, and focus adjustment, as well as automated image capture and stitching capabilities. Compatibility with existing Nikon MM-400SLU equipment and use within a glove box environment with remote operation capabilities are essential due to sensitivity of the materials handled. The detailed specifications also include a high-resolution color camera, motorized encoded stages with precise digital readouts, and integrated analysis software. NIST’s market research between February 2025 and April 2026 determined that Nikon Metrology, LLC is the only capable source to satisfy these stringent requirements. As such, if no other sources come forward, NIST intends to award a sole source contract to Nikon under FAR authority 13.106-1(b). The procurement is categorized under NAICS code 334516. Interested parties are invited to respond with relevant company information, capabilities, reseller authorization, and any potential barriers to participation, without submitting proprietary information. The responses will assist NIST in evaluating the market and refining requirements but will not result in immediate solicitation or award. Questions are accepted within five days of notice posting, and responses must be submitted by June 1, 2026. The place of performance for this contract is Gaithersburg, Maryland.

***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a high speed, Lock-in/Servo system. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Nikon Metrology, LLC (12701 Grand River RD, Brighton, Michigan 48116) under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516.

NIST has a need for a Nikon Optical Microscope that meets or exceeds the following draft minimum specifications:

The National Institute of Standards and Technology (NIST), Physical Measurements Lab (PML), Quantum Nanoelectronics Group requires an Automated Inspection Optical Microscope to visualize, manipulate, and measure single atomic layer crystals to fabricate quantum devices. The microscope shall image silicon wafers and 2D quantum materials in visible and infrared light (IR), operating in reflection and transmission modes. The microscope shall be capable of automatically recording multiple images of adjacent areas of a wafer and stitching them into one image. The system shall also be capable of automatically taking multiple images at different focal heights.

The optical microscope is part of a NIST-designed system used to fabricate low-dimensional van der Waals-based quantum devices for mission-critical experiments in physics and metrology, quantum information science, and electrical standards dissemination. For air-sensitive crystals, we require the optical microscope to be located in a glove box and remotely operated with full motorized controls for stage and focus movement. Motorization should allow the user to change the nosepiece objective, move between Brightfield, Darkfield, POL and DIC in reflected light, and control the XY Stage and Z-Focus through software. The optical microscope must be compatible with our existing NIKON MM-400SLU.  Compatibility is required so that objective lenses, adapters, illuminators, and other parts can be shared between microscopes and operate using the same software platform, saving the government money in the need to purchase additional lenses, software, and training of personnel.

Description: NIKON LV100NDA INSPECTION MICROSCOPE with the following minimum specifications, and required options

Quantity: One (1)

  1. Minimum Specifications

  1. The microscope shall be capable of imaging silicon wafers and Van der Walls materials in transmitted and reflected light
  2. All microscope objectives should be capable of imaging reflected light in Brightfield, Darkfield, Polarized Light and DIC
