Modernized VAERS Reporting Application
Solicitation # 75D301-26-Q-00146
The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services is soliciting a Firm Fixed Price contract under solicitation 75D301-26-Q-00146 to develop a modernized reporting application for the Vaccine Adverse Event Reporting System (VAERS). This small business set-aside project focuses on enhancing the reporting experience for consumers and healthcare providers through a redesigned landing page, branching logic workflows, intelligent form validation, and reactive design elements. The scope includes the design, testing, and deployment of a responsive web application within the CDC's MS Azure cloud environment, ensuring full compliance with HIPAA, the Privacy Act, FISMA, and Section 508 accessibility standards. The period of performance is scheduled from September 28, 2026, to June 27, 2027. The contract includes a primary task for the application development and two not-to-exceed travel CLINs totaling 63,000 dollars. Award selection is based on a best-value tradeoff, prioritizing technical approach and management capability over price and past performance. Key deliverables include UX artifacts, a fully functional application, and comprehensive security documentation such as System Security Plans and POA&Ms. The contractor must adhere to strict security protocols, including FIPS 140-2 validated encryption and specific personnel suitability investigations ranging from Tier 1 to Tier 5.
