The NIST-Boulder A-E Design Steam and Chilled Water Study, solicitation number NB194000-17-000, is a firm-fixed-price acquisition for architect-engineer design services to evaluate steam and chilled water systems within non-renovated areas of Buildings 1, 2, and 24 at the NIST Boulder Campus in Colorado. This procurement is set aside for Women Owned Small Businesses and follows a qualification-based selection process per the Brooks Act. The selected firm will be responsible for analyzing distribution systems, heat exchangers, piping, and pumps to deliver comprehensive condition reports, replacement priorities, and cost estimates. The project is expected to be completed within 180 calendar days after the Notice to Proceed. The selection process consists of two phases, beginning with the submission of SF-330 forms and past performance questionnaires to evaluate technical competence and BIM capabilities, followed by price proposals from the highest-qualified firms. Technical requirements involve detailed mechanical assessments of facility layouts, including cooling towers, fuel cells, and cryogenic systems. To support the study, NIST conducted site visits to mechanical rooms and provided detailed technical specifications and floor plans to ensure offerors understood the scope of work and site-specific safety requirements.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
