NIST Boulder Site-Wide Road Painting

The National Institute of Standards and Technology (NIST) Boulder Campus is seeking a qualified small business contractor to perform comprehensive pavement marking and repainting services across its facility, using methyl methacrylate (MMA) materials to ensure durability and compliance with safety standards. The work includes repainting roadway centerlines, parking spaces, ADA-accessible symbols, stop bars, fire lane curbing and lettering, loading dock safety striping, yellow curbing, and stair tread markings, all in accordance with detailed drawings, specifications, and the Statement of Work. The contract is structured as a Firm Fixed-Price, lowest price technically acceptable (LPTA) award, with a total small business set-aside under NAICS Code 236220. Proposals must be submitted by July 10, 2026, and must include a technical approach, schedule, and price proposal in strict compliance with formatting and page limits, including a Plan of Approach not exceeding 20 pages and the completed Standard Form SF 1442 with all required blocks filled. Offerors must demonstrate experience in similar work, the ability to mobilize within 10 calendar days of notice to proceed, and a feasible schedule to complete all tasks within 60 days of notice, with an estimated start date of August 20, 2026. Required deliverables include documentation of paint type and brand, a project schedule, and a site-specific safety plan submitted prior to the notice to proceed. Contractor compliance with federal regulations is mandatory, including adherence to Minimum Wage requirements under Executive Order 14026, prohibitions against contracting with inverted domestic corporations, and reporting obligations for biobased products. Special clauses incorporate deviations for differing site conditions and prohibition on contracting with inverted corporations, while warranty, termination, and inspection provisions align with FAR standards.
