Requirement
The United States Section of the International Boundary and Water Commission anticipates issuing a competitive design build construction RFP for replacement of the ingress and egress roadway at the Nogales International Wastewater Treatment Plant. The work includes planning, design, permitting, coordination, demolition and disposal of the existing approximately 310 foot by 20 foot asphalt road, construction of an approximately 310 foot by 30 foot concrete roadway, replacement of the parallel water service with a 4 inch line, coordination with Liberty Utilities, installation of 40 Jersey barriers, maintenance of operational and railroad access, testing, record drawings, and closeout.
Anticipated solicitation and site visit
The Government anticipates issuing the RFP on August 10, 2026. An organized, nonmandatory site visit is to be determined. Final site visit instructions will appear in the RFP.
Proposal submission
Proposals will be submitted exclusively through the USIBWC secure Microsoft SharePoint portal. Each offeror will use one authorized business email account. Email, physical media, commercial file sharing, mailed, and hand delivered proposals will not be accepted unless the Contracting Officer issues a written solicitation amendment authorizing another method.
Competition and award
