The National Library of Medicine issued a solicitation for the procurement of a specialized "V" cradle digital imaging system designed to digitize rare and bound print materials that cannot be accommodated by their existing flatbed scanner. The system must feature a dual-camera setup capable of capturing high-resolution images (minimum 400 ppi, up to 600 ppi) of bound volumes up to 6 inches thick and page sizes up to 17 by 24 inches. Key technical requirements include an ergonomic design allowing operators to work seated with minimal physical strain, LED lighting that avoids glare, and a non-reflective glass platen controlled manually and mechanically to protect delicate materials and reduce operator injury risk. Safety, image quality verification compliant with the Federal Agencies Digitization Guidelines Initiative, and compatibility with image processing software (docWorks) are also critical features. The imaging system must output uncompressed 24-bit color TIFF files conforming to ISO standards and include software for proper image orientation and ease of viewing by the operator. The contract was structured as a firm fixed price award with an anticipated one-year base period beginning around February 2015, along with four one-year option periods for ongoing support. Maintenance and technical support, including recalibration, parts replacement, and software updates, are integral to the procurement. The solicitation was conducted under Simplified Acquisition Procedures and was not set aside for small businesses, classified under NAICS code 423410. Submissions required electronic proposals through the NLM’s eCPS system by January 2015, including pricing and qualification documentation. Updates emphasized compliance with all applicable federal regulations and clauses from the Federal Acquisition Regulation, with a primary point of contact provided for inquiries. The original solicitation was subsequently canceled with plans to reissue at a later date.
