The Library of Congress, National Library Service for the Blind and Print-Disabled, is seeking a single award for a five-year Indefinite-Delivery, Indefinite-Quantity (IDIQ) firm-fixed-price contract to develop and manufacture USB breath switches. The project is divided into two phases: a non-recurring engineering phase and a full-production phase. The contractor is responsible for developing the device, which includes a microcontroller, circuitry, USB-A connector, and food-safe silicone tubing, as well as a comprehensive Technical Data Package consisting of 3D CAD models, electronic schematics, and software source code. The contract period of performance runs from February 25, 2027, to February 24, 2032, with a total duration not to exceed 66 months. Quality standards are stringent, requiring ISO 9001:2026 certification and adherence to ANSI/ASQ Z1.4 sampling procedures with an acceptable quality level of 0.40 percent nonconforming.
